Unrest and Political Upheaval in Mali: A Timeline of Events

3 years ago fell the regime of President Ibrahima Boubacar Keita said IBK. After intense demonstrations, the people believed they had touched the holy grail by dismissing a democratically elected president. President IBK and his Prime Minister Boubou Cissé are arrested and taken to the Kati military camp. The Malians discovered new masters who promised them the reconquest (today relegated to the background) of Kidal and a virtuous management of public funds. The M5 movement of Imam Mohmoud Dicko who had greatly participated in the weakening of the IBK regime sealed an alliance with the Kati camp. As for the Economic Community of West African States (ECOWAS), it will not de facto demand the return of the ousted president but his release. A transition is negotiated with a civilian-led government. Only, nine months later, on May 24, 2021, Bamako experienced a second putsch signed by the same soldiers who had overthrown President IBK. Reason given: a ministerial reshuffle which would have had the audacity not to renew key elements of Kati. Under the guise of “treason” and other revolutionary hymns, this second coup marked the break between Bamako and the international community. It was only under strong pressure that the strongman of the junta, Assimi Goïta, accepted the principle of a return to constitutional order in March 2024. In the meantime, the high officer had the adoption on July 21, 2023 a new constitution by referendum and obtained the certainty – unless the international community advises otherwise – of being able to stand. In the meantime, the reconquest of Kidal seems relegated to the Calends of Algiers, whose agreement signed in 2015 constitutes the dividing line between North and South. Subcontracting the security of the country with the militias of Wagner, accused of abuses in the center of the country, the Malian government has not yet convinced in its war once morest the armed groups.

Isolated with an air service reduced to its simplest expression and the end of the UN mission (MINUSMA), Bamako measures the time lost.
