Senior Advisor for Indonesia Laboratory 2045 (Lab 45) Andi Widjajanto believes that it is still realistic to form a cyber force in the future era of the government led by Prabowo Subianto.

However, Andi emphasized that the formation of a cyber force requires an amendment to the 1945 Constitution of the Republic of Indonesia (UUD 45), considering that the constitution only regulates three dimensions of the TNI, namely the Army, the Navy and the Air Force.

“In my opinion, political regulations should start from amendments to UUD 45, including the Cyber ​​Force in Article 30 paragraph 3 of UUD 45,” said Andi Widjajanto when met on the sidelines of his activities at the National Library, Jakarta, today.

Andi, when asked whether the new government in the future would have enough resources to form a cyber force, answered that so far the pillars for this force had been formed in three dimensions of the TNI, TNI Headquarters and the Ministry of Defense. He said that currently the cyber units are both led by high-ranking one-star TNI officers.

“Yes, it just moves up and down. “Moving down to prepare the tactical units, moving up to the regulatory, policy and later command levels at three-star or four-star level,” said Andi, who also served as governor of Lemhannas.

He believes that for the cyber force, preparing tactical units is crucial, because they will be tasked with handling cyber incidents that attack the defense sector and threaten the country’s sovereignty.

“Then the levels in the tactical unit start from battalion and then move up in level, actually from battalion you can go straight up to one star level in each force and then finally go up to three star combined level in the TNI, and that can be done in 5-7 years in the future, after that it will be established for the cyber force itself,” said the Lab 45 Senior Advisor.

Meanwhile, from a budget perspective, Andi also believes that it is still realistic to realize the discourse of forming a cyber force in the new government led by Prabowo.

He said that the formation would likely be easier than forming other armies that have combat fleets, because the cyber force is not burdened with the demands of maintaining and caring for old defense equipment, or the burden of having non-employed one-star high-ranking officers.

“There is no such burden. Really starting from zero. So, if the planning is steady from the start, it will be easier to prepare a cyber force, perhaps, than other forces,” he said. (Ant/P-2)
