E-commerce and the digital economy have enormous potential for young Moroccans. This is what emerges from a study entitled “E-commerce and the digital economy in Morocco, a factor of social inclusiveness and employment: context, approach and limit” (published by European Institute of The Mediterranean ( IEMed) and highlighted by Policy Center for the New South).
The study supports the recent evolution of e-commerce and shines the spotlight on the growing interest in it among young Moroccans. Several recommendations emerge. The aim is to take advantage of the potential of e-commerce to promote social inclusion by offering training and small loans to vulnerable categories so that they can start their businesses online. It also recommends encouraging small local businesses to sell their products and services internationally through digital technology and calls for investing in public cybersecurity regulators to ensure a more secure online environment.
It is also essential to promote local e-commerce websites online and establish a fair and flexible tax structure for the development of online businesses. Similarly, university training must be created in the fields of cybersecurity and new technologies to cover market demand. In terms of figures, more than 500,000 young people enter the job market in Morocco each year.
Nearly 300,000 of them will start looking for work while the economy creates less than 100,000 new jobs annually, explains this analysis which refers to HCP statistics in 2022. “At most, we might integrate two thirds of young people on the labor market if we were able to double the rate of job creation, which is extremely optimistic,” the same source said. This study also underlines that the very nature of work is fundamentally changed due to the digital revolution, automation, artificial intelligence, robotization and the amazing productivity gains they have made possible.
Challenge
In order to succeed in the challenge of developing the digital economy, favorable conditions must be created for the emergence of new activities which meet the new expectations of citizens, and which might be a source of the creation of tens of thousands of new jobs while continuing to stimulate and encourage the growth of conventional ecosystems (agro-industry, automotive, aeronautics, etc.) and service industries (eg IT, customer relations, tourism). The e-commerce sector is therefore experiencing rapid growth and benefits both consumers and businesses, according to the same study.
However, without proper regulation, it can also have negative consequences such as fraud, consumer exploitation and market monopolization. Therefore, it is crucial that the government and relevant regulators put in place a robust legal framework to protect consumers and promote fair competition in the industry. “This might include measures such as enforcing consumer protection laws, monitoring online marketplaces to detect fraudulent activity, and implementing measures to prevent large e-commerce companies from using their dominant position in the market to stifle competition”, indicates the same source.
Additionally, regulations must also be flexible enough to adapt to the ever-changing nature of technology and e-commerce. By implementing and enforcing these regulations, the e-commerce industry can continue to thrive while ensuring consumer safety and well-being.
