But now that might change because they aspire to achieve it in the short term. The question is whether it can be achieved.
The general director of the Mexican Social Security Institute (IMSS), Zoé Robledo, assured that the federal government is working on the transformation of the national health system. What he seeks is to make the IMSS-BIENESTAR program the new model of medical care for people without social security. With this it intends to fulfill the human right of access to health.
“I believe that it is the dream of everyone, that the quality of care in the country for those who get sick and the human right to health is verified from the Federation with an equal and universal model throughout Mexico,” he said. He indicated that IMSS-BIENESTAR is a cornerstone of health because it is founded on four pillars: primary health care, community action and social participation, hospital care every day of the year, and improvement, maintenance and conservation of infrastructure and equipment. medical.
He stressed that this program provides specialized medical care in Gynecology, Pediatrics, Emergencies, Internal Medicine, Surgery, Anesthesia, Family Medicine, Epidemiology, Otorhinolaryngology, Traumatology, Orthopedics and Ophthalmology.
Mexico aspires to the universalization of health
The general director of the IMSS explained that work is being done to move towards a universal health system, where the First Level of care is strengthened, which is preventive health, and have healthy people in different life processes, from birth to death. death.
He reported that for this process there are currently initial agreements with 14 state governments: Mexico City, Tlaxcala, Colima, Campeche, Baja California Sur, Durango, Michoacán, Morelos, Oaxaca, Sonora, Sinaloa, Tlaxcala, Veracruz and Zacatecas.
He explained that the first state to transform its health model was Nayarit and there are also possibilities for the state of San Luis Potosí to join this year.
Zoé Robledo stated that federalization is part of a democratic process for the benefit of the population. The federal government is working on a model so that medical care is provided with the scheme and tradition of Social Security.
He indicated that the transformation of the health system means hiring more personnel, investing in infrastructure, control processes and that “the quality of care in the country for those who get sick and the human right to health, be verified from the Federation with an egalitarian and universal model throughout Mexico.”
The general director of Social Security commented that social security is a broad concept of Cardenista’s desire. It translates into the possibility of having an instrument of social justice for workers, which is why the federal government works to recover that spirit and strengthen it.

He stressed that there are elements to advance in the construction of social security rights among the population, and a key factor is the reform of the fourth article of the Constitution, where the foundations of the Welfare State are laid.
