Unions of territorial groups expressed their disappointment with the results of the new dialogue session they held at the Ministry of Interior, against the backdrop of what they called the Ministry’s insistence on “linking the solution of the outstanding issues to the production of a basic system for human resources.”

Similar to what was concluded in the previous sessions between the two parties, the unions under the banner of quadripartite union coordination confirmed that “the Ministry’s proposals did not live up to the required level,” which resulted in setting October 1 as the new date for holding another meeting on the demands file of the groups’ employees and employees.

The same unions explained in a statement following their meeting with the interests of the Ministry of the Interior that the latter expressed, through the Territorial Communities Directorate, its readiness to deal effectively with all issues of restrictions on union freedoms and regional committees and to accelerate the pace of the social business establishment.

On the other hand, the unions stressed “the necessity of improving and improving the ministry’s response and providing acceptable answers to all the files raised.”

In response to this issue, the national secretary of the Democratic Union of Local Communities, affiliated with the Democratic Federation of Labor, Abdul Latif Khatta, revealed that “the September 19 meeting with the services of the Ministry of the Interior did not live up to the expectations of the employees of the territorial municipalities sector, and the offer made by the Ministry was not at the level of the demands that were made.” It was filed by unions of territorial groups months ago.”

Khata criticized the Ministry of Interior’s “clinging” that “the response to all demands could be integrated into the statute, which it promised to produce within the coming months after ending the discussion on all outstanding points,” highlighting that “among the files that the ministry says the statute will terminate is the file of employees holding… Certificates.”

Regarding the reasons for the quadripartite union coordination for the territorial groups sector rejecting the Ministry of the Interior’s offer, the same union official stated that “coordination does not refuse to issue a basic system that frames the professional and administrative life of the collective employee, whether related to promotion, the contracting system, or tasks and compensation,” but “it is supposed to rush.” By resolving urgent files without waiting a long time for the basic system to be issued.”

The same spokesman concluded that the union “is waiting during the October 1 meeting for the Ministry of the Interior to present a new offer that improves the offer it has presented so far,” calling on the ministry to “exercise the necessary seriousness in dealing with the issues and problems that are troubling collective employees.”

It is noteworthy that the employees and agents of the territorial groups have been waging protests and national strikes for months, to protest what they describe as “the deteriorating conditions in which they live, and the discrimination that affects them compared to other employees in other public sectors.”

Among the demands raised by this category of employees is “to produce a fair and just basic system that achieves equality and fairness, and to reform the compensation system to ensure wage justice, a general increase in wages, and the inclusion of all holders of higher degrees and diplomas in the appropriate ranks.”
