Unemployed people at the end of their rights: the government will not touch the ASS

While the government is preparing to give back control to the social partners over unemployment insurance, the government still remains a little vague on the conditions attached to the negotiations which will begin. The starting point is known: the November agreement between the employer party and the CFDT, FO and the CFTC. The attached financial equation remains to be clarified, however.

This agreement, not approved “because elements were missing, in particular, on the unemployment insurance rules for seniors”, will serve as a basis for discussion, indicated Astrid Panosyan-Bouvet in an interview with “Ouest France », this weekend. In doing so, the Minister of Labor and Employment confirms that the Attal reform is well buried. A basis for discussion with additional savings?

“Better use of taxpayer money”

At this stage, Astrid Panosyan-Bouvet simply indicated that she “does not want there to be a framing letter”. If this is the case, then the upcoming negotiation would a priori be carried out at a neutral cost for Unédic, since the 2023 framework document, which led to the November agreement, required that any new expenditure be compensated by so many recipes. “This does not prohibit the State and the social partners from talking to each other, on the contrary,” added the minister. What she undertook through bilateral talks supposed to end this Wednesday.

In the “Tribune Sunday”, Michel Barnier added a little vagueness to the vagueness. “The negotiation,” he declared, “must result in better use of taxpayers’ money. Above all, this reform must encourage work. » “We felt that it was floating a little,” reacted a good expert on the file, on condition of anonymity.

In the mind of the Prime Minister, encouraging work is also “the objective of the single social allowance that we intend to implement in the coming years”. Still not very specific on this project, which he defended during the right-wing primaries in 2021, Michel Barnier just indicated that this single social allowance – also defended by LR – “will merge several social benefits and guarantee that people at work earn systematically more than the others. »

Switch to RSA

In the meantime, the Attal unemployment insurance reform is not the only one to fall by the wayside. Still in “Ouest France”, Astrid Panosyan-Bouvet announced that the specific solidarity allowance (ASS), financed by taxes, will continue to exist, contrary to what the former Prime Minister wanted to do, via a switch to active solidarity income (RSA).

“I asked – and obtained – that we remove this allocation from all budgetary discussions and that we not eliminate it as it stands. You should know that half of ASS recipients live below the poverty line. Half of them are also over 50,” she explained. As a reminder, the 2024 budget included 1.65 billion euros in commitment authorizations and payment credits on the SSA for a workforce of 245,985 beneficiaries on annual average over the financial year.
