Since July 1, a new statement, the net social amount, has appeared on payslips to simplify the procedures for RSA and activity bonus recipients. But its method of calculation will penalize certain beneficiaries.

This is a simplification that will not only have positive effects. Since July 1, a new line has been gradually appearing on the payslips of employees and civil servants: the net social amount.

The purpose of this new statement is to simplify the procedures for beneficiaries of replacement income such as the active solidarity income (RSA) or additional income such as the activity bonus.

The rules for calculating the RSA and the activity bonus have changed

The net social amount corresponds, in fact, to the net salary following deduction of contributions and compulsory social contributions (retirement, health, providence, etc.). However, this is the amount that must be declared to benefit from these two benefits.

Until now, recipients had to deduct the mandatory social contributions and contributions themselves, which might lead to calculation errors or omissions. From now on, they only have to copy the net social amounts entered on their payslips on their quarterly declaration of resources to be transmitted to the Family allowance fund (CAF) or to the fund of the Mutualité sociale agricole (MSA ).

Net social amount higher than the net amount payable

Problem, the method of calculating this net social amount will penalize certain beneficiaries of the activity bonus and the RSA, reports The Parisian. Indeed, unlike the net amount to be paid, it includes all benefits in kind and other elements considered optional.

Consequence of this method of calculation? The net social amount will be higher than the net amount to be paid, which will mechanically lead to a reduction in aid for the majority of recipients since the latter will declare higher amounts than before.

“Losers” and “Winners”

Moreover, in a communiqué published on July 7, 2023, the CGT, believes that these aids might even “disappear for some”.

The government clarified to Le Parisien that if this calculation does indeed make “losers”, it will also make “winners” such as “those who received nothing, for lack of asking or knowing their rights and who will now benefit from them”.

It should be noted that it will only be mandatory to report the net social amount on its quarterly declarations from January 1, 2024.
