Understanding the New Electronic Invoicing Requirements in Colombia for 2024

The issue of electronic invoicing has become a headache for Colombian businessmen. This is due to the number of conditions that must be met for this requirement to be generated correctly, and not trigger sanctions like those that took place during the last months of last year, when the National Tax and Customs Directorate (DIAN) closed temporarily some points of chain department stores such as Olímpica and Éxito.

Well, recently, the DIAN announced that starting in February, large taxpayers in the country who are electronic billers must comply with a new requirement related to electronic billing this year.

As reported by this institution, taxpayers must implement the new electronic POS document, which is already regulated by Resolution 165 that was issued in November 2023 by the National Tax and Customs Directorate (Dian).

With this requirement, taxpayers who issue cash register machine tickets with a POS system will also have to generate this document electronically.

The institution recalled that this document will be key to have support and support for deductible VAT taxes, costs and deductions in Income and Complementary Taxes, among others.

In addition, it was clarified that those who decide to start implementing the electronic equivalent document must carry out the respective authorization and technological adaptation.

“It is worth clarifying that the electronic POS will not have a value limitation, that is, the limit of 5 UVT for its issuance will not apply, as defined in Resolution 1092 of 2022,” stated the control entity.

What is the objective of the new requirement for the 2024 electronic invoice?

La Dian explained that the measure of implementing this type of electronic media aims to facilitate the provision of quality inputs to provide better service to taxpayers.

These include “automatic returns, suggested returns, use of the RADIAN platform and information queries on electronic documents. In addition, they serve to strengthen fiscal control processes to make them more effective.”
