Landscape decree: what will change for students following the vote taken during the night from Tuesday to Wednesday?

“When a student wishes to enroll in a higher education establishment, he communicates a whole series of information to the establishment. This information is then encoded in software which allows universities to analyze whether a student is financeable or not according to the criteria in force. If the student is fundable, the university must register him and if he is not, it still has the possibility of doing so. But to manage all that, it is necessary. that existing IT tools are updated each time the financial criteria of students change and this adaptation has a cost. This is not a trivial question. Establishments will have to analyze the impact of this change”, explains Pierre Jadoul. former rector of Saint-Louis University.

The amounts required to adapt this software are difficult to quantify at this stage. But according to Pierre Jadoul, “they will certainly exceed the five million which are mentioned by the PS and Ecolo.”

Reform of the Landscape decree: “Hangover”, “betrayal”, “a risk of chaos”… Several personalities of the MR let out a cry of anger

As a reminder, the text voted on during the night from Tuesday to Wednesday provides for budgetary compensation of five million (4,999,500 euros to be exact) to strengthen the financing of higher education establishments in 2024. An amount considered largely insufficient by the Minister of Higher Education Françoise Bertieaux (MR).

Fears which are also expressed by ULiège. “The budgetary impacts will not be neutral,” warns Frédéric Schoenaers, vice-rector for Teaching and Student Life at ULiège. “A small element modified in one place will have multiple repercussions in different spheres. “For two years, we have calibrated a whole series of elements such as computer encoding and communication supports with regard to students and colleagues to take into account the Landscape decree which came into force in 2022. After barely a year and a half, the benchmarks on which the decree is based are modified. These changes will automatically have impacts on the management of university trajectories from all points of view and in doing so, there will also be domino effects”, he continues. “When we must, during the year, use or even recruit staff to take into account new arrangements, that inevitably has a cost.”
