The ecological bonus will change in 2024, both for the amounts paid and the allocation rules. The criteria will be strengthened with the establishment of an environmental score. This corresponds to a sort of ecological assessment of the production of the vehicle, taking into account the materials used, the assembly plant and even transport. You will have to reach a minimum score to get the bonus.
The rules for this “eco-score” were established by a decree published in the Official Journal on September 20. Manufacturers now have the task of completing a complete file on their electric cars. Applications can be submitted since October 10.
In addition to detailing the model’s carbon footprint formula, the decree set the rules for studying the file. But surprise: a decree of October 7 spotted by Autoactu changes the rules, in favor of the State. He gives himself more time to give his answer, clearly saying if the model has the bonus!
The first file, completed with reference values given to everyone, is sent to Ademe (the Environment and Energy Management Agency). The agency basically had 45 days to instruct it and tell the ministers responsible for the economy, energy, ecology and transport “its proposal on achieving the minimum environmental score by the version considered “. This deadline is extended to two months.

In addition, in total, the ministries initially had two months following submitting the file to provide their response on obtaining the bonus. The new decree stipulates three months. He also adds that if there is no response within this deadline, it means rejection!
If there is a rejection with the reference values, a manufacturer can attempt a file with a derogatory regime, using more interesting values which it hopes are more suited to its car. But there, the deadlines are also extended, with 7 months for this procedure, which cumulatively can give 10 months!
Et Autoactu makes an interesting revelation in connection with this expectation. Brands can launch an electric model during the procedure, without any bonuses, since the decision has not been made. But if the model ends up getting a bonus following studying the files, there is no retroactivity!
Orianne Chenain, responsible for this subject within the DGE (general management of companies), declared to our colleagues: “ It is the date of invoicing or payment of the first rent which is used to determine whether or not you are entitled to the bonus. On this date, we look at the list of eligible vehicles established by decree and we deduce whether or not we are entitled to the bonus.”
Clearly, car X is launched in March, the State has not yet said at this time whether it has a bonus. This was finally granted in June. If you were delivered an X in April, you will not be able to claim a bonus! This therefore adds yet another strange complication for manufacturers, who might delay launches and deliveries.
Orianne Chenain says, however, that the Ademe teams have been reinforced to study the manufacturers’ requests. The first list of models with a bonus will be revealed by the government on December 15.
