Understanding Photovoltaic Panel Ownership and Metering in Wallonia and Brussels: What You Need to Know

Many photovoltaic panel owners are worried, especially in Wallonia because, they say, the communicating meter will no longer “turn upside down”, i.e. the electricity produced may no longer be deducted from the electricity purchased on the network. Currently, it’s wrong !

In the Walloon Region, the communicating meter will always turn backwards numerically, but no longer physically. This principle of compensation, “meter running backwards”, remains applicable only for all installations that entered into service before the end of 2023 until the end of 2030.

In the Brussels Regionthe principle of the counter which “turns upside down never existed! But, since November 2021, owners of photovoltaic panels can take advantage of the compensation principle“. This principle, valid only for installations less than or equal to 5 kW, makes it possible to benefit from compensation between the quantities of electricity withdrawn and injected into the network, by calculating between two index readings. During billing, the quantity of electricity injected into the network is deducted from the quantity withdrawn. Since November 2021, the prosumers therefore pay for their electricity drawn in the traditional way and can recover their injected electricity by reselling it to an energy supplier. Since April 2022, they have also had the possibility of enhancing this injection by participating in an energy sharing model.

In summary, there is no obligation to accept the installation of a communicating meter in Wallonia until the end of this year. In 2024, you will only be able to refuse the communicating function. In the Brussels Region, this function can also be refused, but not in all cases…
