The high-tech investment district is a district that quickly accepts high-tech investments from domestic and foreign companies and provides customized incentives and regulatory exceptions. Legislation was completed last year.
The Ministry of Trade, Industry and Energy announced its plan to designate the high-tech investment district on April 5 of this year ahead of the first designation of the ‘high-tech investment district’, and is accepting applications from local governments across the country until May 18.

The Ministry of Trade, Industry and Energy plans to complete the selection by June following comprehensively evaluating the feasibility of cutting-edge investment, balanced regional development, efficient use of national land, employment increase, and regional development effects through the High-Tech Investment District Committee.
When Hyundai Motor Company’s electric vehicle Ulsan plant is designated as a high-tech investment district, incentives such as tax support, tax reduction, and additional support for local investment promotion subsidies are given to tenant companies. In addition, it is possible to designate a minimum area for location regulation, grant regulatory exceptions, and prioritize support for national financial projects.
An official from Ulsan City said, “We plan to actively respond to Hyundai Motor Company’s electric vehicle Ulsan plant to be designated as a high-tech investment district, while recommending incentive expansion to related ministries so that many benefits can be provided to companies according to the district designation.”
Meanwhile, Ulsan City and Hyundai Motors signed a ‘Memorandum of Understanding on Investment in Establishing a New Plant for Electric Vehicles in Ulsan’ in September of last year and decided to build a Hyundai Motor Company’s electric car plant in Ulsan.
Hyundai Motor Company plans to invest 2 trillion won by 2025 to build an electric vehicle production system using advanced technology on a site area of 685,800 ㎡ and produce 200,000 electric vehicles annually.
