Former NATO Secretary General Jens Stoltenberg considers a scenario in which Ukraine becomes a member of the North Atlantic Alliance even without the complete de-occupation of its territories likely.
He stated this in an interview Financial Times.
Stoltenberg believes that there are ways to solve the problem of applying Article 5 of the North Atlantic Treaty on Collective Security in the case of Ukraine, if it becomes a member of the Alliance with Occupied Territories.
Stoltenberg gave the example of Japan, which has security guarantees from the US, but they do not extend to the Kuril Islands, which remain under Russian control, although Japan considers them its territory. He also mentioned West Germany during the Cold War, which considered East Germany part of a single state, but was under NATO protection only in the western part.
“If there is political will, a solution can be found on how to define the borders to which article five on collective security will be applied. Ukraine must control the territories up to these borders,” said the former Secretary General.
He emphasized that the issue of Ukraine’s membership in NATO should be resolved by all allies and involves a detailed discussion, in particular, regarding the occupied territories.
