The drone attack on the Kremlin earlier this month was likely orchestrated by one of Ukraine’s special military or intelligence units, US officials said, the latest in a series of covert actions once morest Russian targets that have alarmed the Biden administration. A report by the New York Times.
US intelligence agencies do not know which unit carried out the attack and it is not clear whether Volodymyr Zelensky or his senior officials knew regarding the operation, although some officials believe the Ukrainian president was not.
The agencies reached their initial assessment in part from intercepted communications in which Russian officials blamed Ukraine and other communications in which Ukrainian officials said they believed their country was responsible for the attack in which two drones were launched on May 3 at the Kremlin, making It caused little damage to the Russian presidential residence.

American officials say their level of confidence that the Ukrainian government directly authorized the drone attack on the Kremlin is “low” because intelligence agencies do not yet have definitive evidence identifying the government officials, Ukrainian units or operatives involved.
This attack appears to be part of a series of operations that have made officials in the United States – the largest supplier of military equipment to Ukraine – uncomfortable. And the Biden administration worries regarding the risk that Russia will blame American officials and retaliate by expanding the war beyond Ukraine.
US spy agencies see “an emerging picture of a loose federation of Ukrainian units capable of conducting limited operations inside and outside Russia,” either using their own personnel or partners operating under their supervision. Officials said that some of these tasks might have been conducted without oversight by President Zelensky.
In addition to the drone attack, US officials say they believe the Ukrainians were responsible for the murder of the daughter of a prominent Russian nationalist, the killing of a pro-Russian blogger and a number of attacks in Russian towns near the border with Ukraine, most recently on Monday.
Similarly, U.S. officials see the attack on the Nord Stream pipelines — which carry natural gas from Russia to Europe — as the work of pro-Ukrainian agents whose ties to the Ukrainian government have yet to be determined.
