Twitter had announced on July 13 in a tweet that a new messaging setting, activated on July 14, should help reduce the number of unsolicited messages (Spam) in the social network inbox.
With the new setting enabled, messages from users you follow will go to your main inbox, and messages from verified accounts you don’t follow will go to your message request inbox. A quote from Excerpt from Twitter tweet
However, this feature seems configured to promote Twitter Blue and encourage users to register, rather than reducing the receipt of unwanted messages, as noted by the specialized site Mashable.
How to go back
In its announcement, Twitter clarified that accounts whose permissions were previously set to allow message requests from everyone will be moved to this new setting, but can be changed back at any time. read in a tweet from @TwitterSupport.

Previously, users might choose between two options in their Twitter private messaging settings: allow all messages to be received, or only allow messages from followed users.
The Twitter network has thus added a third option (by default for accounts whose messaging is open to everyone), authorizing the reception of messages only to people registered with Twitter Blue, as well as people followed by the account.
This allows people to re-adjust their email settings to allow private messages from all accounts.
Twitter now offers three private message setting options.

Just go to Twitter’s messaging (envelope icon), go to settings (gear in the top right), then select Allow message requests from everyone.
