Regional Minister Piret Hartman received the green light from the government today to sign a contract with the ferry line carrier of Saaremaa and Hiiumaa for the next seven years. The new contract brings additional services and a more environmentally friendly ship.
One bid was submitted to the international tender organized to find a carrier for Suursaarte ferry lines, and it was made by the current service provider, TS Laevad. With the latter, a passenger transport public service contract is concluded for the period 01.10.2026–30.09.2033.
The new seven-year contract includes more services for passengers: all ferries will offer passengers free drinking water, and each ship must have a changing and nursing room for parents to take care of their baby. The working hours of the customer service last for the entire duration of the ships’ sailing schedule. If until now you could buy a general queue ticket from the port only for the ferry in front, in the future you can also buy tickets from the port for subsequent trips and reserve a place for a vehicle.
An important change accompanying the new contract is that a new environmentally friendly ferry being built by the state will be added to the carrier’s current four ferries.
“I’m glad that people have confidence in the continuation of the ferry line at the current level even after the fall of 2026,” explained Minister of Regional Affairs and Agriculture Piret Hartman.
Compared to the previous agreement, the formula for calculating the carrier’s reasonable profit is specified in the new agreement, and the rate of return on the capital invested by the carrier is set at 8 percent.
2.4 million passengers traveled on the Virtsu-Kuivastu and Rohuküla-Heltermaa line in 2023. Ticket revenue was 14.2 million euros in 2023, which remains with the state.

In a significant advancement for transport services in Estonia, Regional Minister Piret Hartman has recently secured governmental approval to sign a new contract with the ferry service provider for the islands of Saaremaa and Hiiumaa. This initiative aims to enhance passenger experience while promoting environmentally sustainable transportation in the region.
New Contract Overview
The fresh agreement will span from October 1, 2026, to September 30, 2033. It follows an international tender process in which only one bid was submitted, made by the existing provider, TS Laevad. The contract not only ensures continuity but also brings a suite of enhancements aimed at improving service quality for passengers.
What’s New for Passengers?
- Enhanced Services: The new contract introduces multiple benefits for ferry users. For example:
– Free Drinking Water: All ferries will now provide access to free drinking water for passengers, ensuring hydration is easily available during transit.
- Family-Friendly Amenities: Each ferry will include changing and nursing rooms, catering specifically to families with young children. This step demonstrates a commitment to making travel convenient for all demographics.
- Extended Customer Service Hours: Customer service representatives will be available throughout the entire operating schedule of the ferries, offering assistance whenever needed.
- Ticketing Improvements: Previously, travelers could only purchase tickets for the next ferry directly in port. The new arrangements will allow passengers to buy tickets for subsequent trips and pre-book slots for vehicles, significantly streamlining the boarding process.
Introduction of an Eco-Friendly Ferry
One of the most exciting developments accompanying this new contract is the inclusion of a new environmentally friendly ferry. Currently under construction, this vessel will join the existing fleet of four ferries, thus providing a modern and eco-conscious alternative for travelers. The shift towards sustainable transportation reflects a broader initiative within Estonia to reduce the environmental footprint of public transport.

By focusing on passenger services, environmental sustainability, and overall efficiency, the Saaremaa and Hiiumaa ferry services are poised to set a new standard for maritime transportation in the region.
This long-term contract not only benefits the immediate communities but also reflects Estonia’s commitment to creating a state-of-the-art, environmentally responsible public transportation system. Travelers and residents alike can look forward to a more comfortable and accessible service starting in 2026, making the islands more connected and welcoming than ever before.
