The general secretaries of the various trade union centers were in negotiations with government representatives at the Ministry of Territorial Administration and Decentralization (MATD), around the points of demands of the workers of Guinea. The government side has made proposals which should result in a memorandum of understanding on the evening of Thursday, November 9, 2023, if they are accepted by the workers.
This Wednesday, November 8, 2023, the continuation of negotiations between the government and the general secretaries of the trade union centers took place at the MATD. Around the table, the unionists had as interlocutors the Minister of Territorial Administration, Mory Condé, of the Civil Service, Julien Yombouno and that of the Budget, Lanciné Condé.
At the end of this meeting which lasted until late in the evening, the Minister of Territorial Administration explained that the negotiation had reached a level where the government considered that it was necessary to become more involved in ironing out the points of conflict. view and find “a consensus in order to prevent workers in Guinea from becoming paralyzed in the provision of basic social services in public administration”. So, this is what would have “motivated” the Prime Minister to ask the negotiating team to join them, to continue the negotiations.
“We have discussed since 10 a.m. on several points, concerning the improvement of the living and working conditions of Guinean workers at all levels (public and private sector). On a certain number of points, notably the question linked to the cost of permits and registration cards, the question linked to the improvement of public transport for workers, we presented the different projects available to the government, particularly in the framework for the mobility of all citizens, but especially workers,” reported Mory Condé.
On other points, the situation of revenues mobilized by the government was presented, according to the minister. Although there are “no new sources of revenue”, the government is committed to “finding something that can meet the minimum demands” made by the union. But while putting technical teams to work.
At the private sector level, Minister Mory Condé estimated that the situations are more complex. These will need to be examined on a case-by-case basis. “What type of increase in terms of salary or improvement in living or working conditions should be taken into account at the level of these sub-sectors to also result in something that can allow private sector workers to find their satisfaction. But once more, at the private sector level, there is a certain complexity. The measures applicable to the mining sub-sector may not be applied to the construction sub-sector. The union centers will report to the workers and the ministers in turn, to the head of government, Dr Bernard Goumou. If the government’s proposal is accepted, a memorandum of understanding will be signed between the parties on the evening of Thursday, November 9, 2023.
As a reminder, this umpteenth meeting follows the strike notice filed on Tuesday November 7, 2023 by the Guinean trade union movement. After several months of unsuccessful negotiations, the government has 10 days to satisfy the workers’ demand platform.
