However, if the timeline is pulled back to 20 years ago, Zhejiang’s economic aggregate ranked first in the country at that time, but the gap between urban and rural areas gradually widened, and problems with the living environment in rural areas emerged. In 2002, Comrade Xi Jinping, then secretary of the Zhejiang Provincial Party Committee, traveled to 11 cities and 25 counties in 118 days, and investigated each village. After fully grasping the provincial conditions and agricultural conditions, in June 2003, Comrade Xi Jinping made a strategic decision to implement the “ten million project”, and proposed to select about 10,000 administrative villages from the nearly 40,000 villages in the province for comprehensive renovation. Xiaoshendu Village, Changxing County, adjacent to South Taihu Lake, once produced a lot of waste water and garbage due to the development of the textile industry, which affected the water quality of Taihu Lake and polluted groundwater. Since the launch of the “Ten Million Project”, the fourth village and two committee teams of Xiaoshendu Village have carried out river and domestic sewage treatment in succession, insisting on connecting one pipe to the bottom, and incorporating the sewage pipe network into the comprehensive management of the urban pipe network. At present, the rural domestic sewage treatment rate in the village has reached 100%.
