The family members immediately requested the power company to supply power, but there was no reply, which eventually led to the death of the woman from respiratory failure.

According to the “Poster News” report, a woman in Shandan, Gansu, China suffered from “motor neuron disease”, which is a type of progressive frostbite. He started long-term home treatment in September last year, and usually relies on medical equipment such as respirators, oxygen concentrators, oximeters, and sputum suction devices to survive.

Unexpectedly, at 10:04 a.m. on the 9th, the woman’s home suddenly lost power, causing all instruments to shut down instantly. The woman’s family immediately used the backup power supply. However, due to the high power consumption of medical facilities, the backup power supply can only last for regarding 20 to 40 minutes. The woman’s daughter said that her father called the property at 10:14, but the property didn’t answer the phone until 10:16 in the morning, and said that she had not received a power outage notice. After contacting the State Grid, the other party claimed that it was currently investigating.

The woman’s daughter said that at 10:22, the father contacted the property once more. After the other party connected at 10:24, the other party pointed out that the cause of the power outage was that the construction of a certain community accidentally cut off the cable, and the power supply recovery time was uncertain. So my father told the other party that there was a special need for electricity in the house, and then the property owner contacted the State Grid once more, “The State Grid gave us a call and asked us to apply for temporary power supply. But when we contacted at 10:27, the other party said to apply as soon as possible, and no one responded since then.”

The daughter pointed out that at 10:33 in the end, because the mother’s medical equipment was running out of backup power, the father might not wait for a temporary power supply, so he called 120 for emergency services. At 10:55, following the first responders arrived at the scene, within a few minutes of first aid, her mother was announced to have died of “respiratory failure”. It was not until 11:18 am that the normal power supply was restored in the community.

Afterwards, on the 17th, the daughter had a meeting with State Grid and the construction unit that dug up the cable, pointing out that State Grid had not informed in advance that the sudden power outage caused her mother’s death, and hoped that the other party would compensate. In this regard, the staff of the State Grid stated that the cutting of the cable was a force majeure factor, and they were not obliged to dispatch the generator, but because it was a matter of life and death, they helped. The staff also said, “If your claim for compensation meets the national standard, we should support it.”
