Tragedy in Astrakhan: Building Collapse, Oversight, and Legalization of Redevelopments

On Thursday evening, November 16, the third and fourth entrances of a five-story apartment building collapsed in Astrakhan. As a result of the incident, an 84-year-old pensioner died.

The Investigative Committee of Russia for the Astrakhan Region opened a criminal case into the incident. According to the preliminary version of investigators, the cause of the collapse of a residential building in Astrakhan was the renovation of a one-room apartment on the ground floor.

It is assumed that the owner of the premises, without the consent of the supervisory authorities, combined the kitchen and living area by demolishing the load-bearing wall. This caused part of the house to collapse.

According to the Minister of Construction and Housing and Communal Services of Russia Irek Fayzullin, the tragedy in Astrakhan occurred solely due to the oversight of supervisory authorities.

“The responsibility of chief housing inspectors is ongoing. Yesterday’s tragedy in Astrakhan is due to something that was overlooked,” the minister said on Friday, November 17.

He recalled that any design changes in residential buildings “should not be done just like that.” This should be closely monitored by the relevant departments.

The tragedy in Astrakhan forced deputies to return to the issue of tightening inspections of apartments to identify illegal redevelopments. As Svetlana Razvorotneva, deputy head of the State Duma Committee on Construction and Housing and Communal Services, noted, almost half of the apartments in Russia have redevelopments, and they are “far from always legalized.”

IN conversation with the publication “Rise”, she named the main reason why this happens. It is difficult for inspectors to enter apartments due to the inviolability of the home enshrined in the Constitution of the Russian Federation.

“The housing inspection body can only enter by court decision. And the trials can last for years, that is, everything will already be demolished and the house will collapse before this court decision is received. In order to check the condition of gas equipment and any redevelopment, it is necessary to seriously reduce the time frame for holding court hearings for access to apartments. We are discussing such a bill with the government, and I hope it will appear in the near future,” Razvorotneva said.

According to a number of experts interviewed by the PNZ.RU portal, the likelihood of the adoption of a bill that will allow inspectors to freely enter citizens’ apartments is low.

“But shortening the time frame for issuing court decisions or clarifying the reasons why the homeowner will be obliged to let inspectors in for an inspection seem quite likely. I admit that such a law can be adopted in the very near future in order to minimize the risks of recurrence of such tragedies,” said lawyer Sergei Petrov.
