After the deposit of the Trans-Pacific Partnership Agreement, TPP11, by Chile, parliamentarians called for the Government to continue with the negotiations of bilateral letters. On the other hand, others have ruled out that this agreement will cause damage to small companies, in relation to transnational companies.
As we already know, the Minister of External relationshipsAntonia Urrejola, has already sent the diplomatic note to the Chilean embassy in New Zealand, in which it was ratified, by our country, the Trans-Pacific Partnership Agreement (TPP11).
In this way, a series of formal procedures would take place that will end with the application of the agreement in Chile within 60 more days, entering into force in February of next year.
However, in the Government they have already assured that they will continue with the negotiations to obtain the signing of side letters with the other countries that are part of the pact, with a view to modifying the dispute resolution mechanism between private parties and States.
In this sense, the environmentalist deputy Félix González, who has previously declared that this is a bad treaty for Chile, and that the Government lost its opportunity to withdraw it before the vote in the Senate, pointed out that the country will be exposed to a transnational sues Chile in the short term.
“The lateral letters are not going to solve the problem for us, they are only going to solve where, in which headquarters they are going to sue us.. But if they are going to sue us, they are going to do it,” said the legislator.
To this he added that “the transnationals have invested in Chile for a long time, and any change that they make, that their expectation of profit is complicated, they will resort to these courts to return to the previous state.”

For the socialist deputy Tomás de Rementería, the debate on the side cards would not have a greater relevance.
On the other hand, the parliamentarian specified that it is unlikely that small companies might be harmed in relation to the benefits that transnationals may have.
“Deep down, Chile was already participating, it has not had bad results in international arbitration, So I think there is a kind of false controversy here (…) Today the treaty is a contribution to Chile and especially in an environment of economic crisis that we are in,” said the deputy.
The UDI senator, Iván Moreira, welcomed the deposit of the TPP11 ratification instrument, arguing that the implementation of the agreement should not take too long, taking into account the country’s poor performance in terms of economic growth.
“It will allow Chile, in the near future, greater growth, development and job creation, which is what we need in times of crisis. This is very important for the country.“said the congressman.
Regarding the signing of side letters, until now, the Foreign Ministry has agreements with New Zealand, Mexico and Malaysia, although this dispute resolution chapter in the TPP11 is also being negotiated with Canada and Australia.
