The city of Toulouse’s plan to adapt to global warming is gradually being implemented. With the aim of adapting to high temperatures by 2030.

Toulouse is one of the cities most exposed to climate change in France. On August 23, 2023, the absolute temperature record of the Pink City was broken. The thermometer then displayed 42.4°C, pulverizing the last record, dating from 2003 (40.7°C). To protect its inhabitants from extreme heat, the municipality is therefore among the first French cities to adapt. Faced with heat waves expected to multiply, the city launched its plan last April Toulouse + fraîchewhich includes 30 actions to combat heatwaves and adapt the city to climate change. The system is gradually being implemented.

In the summer of 2023, the city launched a plan to refresh the city. Based on feedback from both temperature measurements and feelings and expectations of residents collected from June 15 to October 15, 2023 and during an IFOP survey on the ecological transition, Toulouse City Hall is renewing this plan this year and going even further”announces the City Hall. These actions are now part of the plan “ Cap 2030 – Adaptation to global warming » and his ten axes. These aim in particular to brighten the city, make the soil more permeable, preserve water and develop the plant heritage.

30 actions to refresh Toulouse

Among the key actions of the plan Toulouse + fraîchethe city plans to plant 20 000 trees this year, open 11 parks until 11 p.m., museums and public facilities until 8 p.m. It will also install 20 shade structures, accelerate de-artificialization in priority areas of the city. In 2024, this will mean 51,730 m2 of de-artificialized soil, the equivalent of more than eight rugby pitches.the City Hall says.

In addition, the city will experiment with new technologies and practices. : cold network, white paint on roofs, green walls, reuse of rainwater on Toulouse Aerospace. In addition, the city will test the “ adiabatic air conditioning » natural process that relies on the evaporation of water to cool the air – on sites dedicated to seniors and young people. The process would make it possible to go down to 25°C, when it is 30 to 35 degrees, the city hopes.

Reduce the albedo of the city

The city wants to reduce the albedo of its surfaces as soon as possible. To do this, it is testing different avenues. : creation of artistic frescoes in colors and installation of light coverings in place of dark floors, new more protective parasols on the terraces…

At the same time, Toulouse is developing refreshment points with the experimental installation of eight gourd fountains. A QR Code at the entrance to parks, playgrounds and metro stations allows geolocation and online mapping of the 364 city fountains. And for the young and the most vulnerable, the city is installing additional air mixers in schools and leisure centers with a view to generalizing them in all classes by 2026. The objective is also to create around forty additional Oasis courses by 2026, including around fifteen this year.
