Torrential rains killed at least one person in the northeastern United States, specifically in New York state, destroyed infrastructure and caused flooding as they braced for more rainfall.

In the states of New York, New Jersey, Connecticut, Pennsylvania, Massachusetts and Vermont there was still a risk of heavy rains this Monday that can cause flash floods with the consequent danger to life, warned the National Weather Service (NWS).

Heavy rains in New York state on Sunday turned streets into rivers, destroyed bridges and damaged highways, prompting Gov. Kathy Hochul to declare states of emergency in two counties.

The Orange County emergency office, northwest of New York City, confirmed on Monday the death of a person in Highland Falls, in the Hudson Valley, where “historic flooding” was recorded on Sunday that caused serious damage.

Local media claimed that a woman was swept away by the water along with her dog when she tried to leave her home.

Rainfall of up to 200 millimeters created “life-threatening conditions due to flash flooding,” Hochul explained.

On Sunday night, more than 12,000 people were without power in the state. The Amtrak railway company was suspended between New York and the state capital Albany “due to difficult weather conditions” starting early this Monday.

The New York State Police said on Twitter that the southbound Taconic State Parkway in Dutchess County was “closed between State Road 82 and Beekman Road due to flooding. Estimated reopening time unknown.”

In Vermont, law enforcement reported heavy rains in four counties, causing damage and closures to several highways. Rainfall and “catastrophic flooding” are expected once more this Monday.

“The expected precipitation rate is 0.63 and 0.5″ fell in 1 hour,” the NWS said in a state alert. Governor Phil Scott declared a state of emergency in the state.

“Swiftwater rescue teams have been stationed at strategic locations across the state, should they be needed to assist with evacuations and flood rescues,” Scott’s office said in a statement Sunday.

Heavy rains damaged and closed roads, leaving people stranded in their cars and homes. Relief teams were operating in various locations, various media reported.

NWS said it had received “multiple reports” of significant flooding and people trapped in vehicles in Orange County.

“Several additional inches of precipitation is expected through Tuesday morning as this system slowly moves eastward” and more flash flooding is possible, he said Monday.
