Military observer from the Institute for Security and Strategic Studies (ISESS), Khairul Fahmi, said that an in-depth audit and investigation was needed to obtain comprehensive information regarding what happened behind the explosion incident at the Jaya Regional Military Command’s Regional Ammunition Warehouse (Gudmurah) in Ciangsana Village, Gunung District Putri, Bogor Regency, West Java, Saturday (30/3) evening. He highlighted the deterioration in the condition of ammunition due to long-term storage.

Fahmi explained that regular checks and inspections must be carried out on the condition of the stored ammunition. It is possible, he continued, that the casings or projectiles rust, the gunpowder or primary explosives become rotten. So the ammunition has the potential to self-explode or otherwise fail to explode or fail to fire.

“Ammunition that experiences such conditions must be removed and preserved and immediately proposed for destruction,” said Fahmi when contacted, Monday (1/4).

Fahmi encouraged that the time span from proposed extermination to approval should not be too long. Of course, there are many things that must be checked and verified before approval is given.

“There are bureaucratic problems, for example. It takes too long for approvals to be destroyed so that the potential for vulnerabilities to explode like yesterday’s case is quite large,” he explained.

Fahmi also underlined spatial planning issues as a source of problems from the explosion which had an impact on local residents. The area, which was originally ideal for storing ammunition, then moved dynamically along with the growth of the population of residents living close to military installations.

“The TNI must coordinate with the regional government regarding regional development. Don’t let the short way of moving to a place that is still sparsely populated, then it becomes busy again and becomes densely populated,” he explained.

Contacted separately, military observer from the Center for Intermestic and Diplomatic Engagement (CIDE), Anton Aliabbas, said that the TNI and Polri actually have standard rules regarding handling ammunition and explosives. For this reason, he encouraged a review of all ammunition storage locations.

“It is best for ammunition storage warehouses to be located far from residential areas to avoid more serious impacts from similar incidents,” said Anton.
