The National Coordination for Holders of Certificates and Diplomas in Territorial Communities decided to confront the proposals of the Ministry of the Interior regarding the escalation of the crisis in which the communal sector is floundering, as it announced a national strike and a field landing.
These forms of escalation come, according to a statement issued by the Coordination of Certificate Holders, due to what it called “the policy of postponement and procrastination practiced by the Ministry of the Interior, in the person of the General Directorate of Territorial Communities, against the employees of the sector.”
The coordination reported that the meeting of September 19, 2024, which was supposed to be devoted to responding to the updated demand memorandum that the quadripartite union coordination submitted to the General Directorate on May 6, 2024, did not once again lead to real concrete solutions to the just and legitimate demands, so a call was made for another meeting on the following day. October 1, 2024.
The group certificate holders denounced “the Ministry of the Interior’s approach to the policy of exclusion, indifference, and escapism towards the employees of the territorial communities, by opening sham dialogues that lack any real gain and do not meet the minimum rights of the collective workers.”
Accordingly, the authority announced national strikes on September 30, 1, 2, 16, 17, 30 and 31 October, in parallel with the implementation of a national strike on October 1 in front of the headquarters of the General Directorate of Territorial Communities in Rabat, starting at 11 am.
In addition, the diploma holders called on the quadripartite coordination and all interlocutors to “defend desperately the file of certificate and diploma holders in the territorial communities, based on the requirements of Royal Decree No. 1.63.038.”
It should be noted that holders of certificates and diplomas in territorial communities demand comprehensive integration into the appropriate ranks in accordance with Royal Decree No. 1.63.038 issued on Shawwal 5, 1338 AH, corresponding to March 1, 1963, regarding the special statute for administrators of the Ministry of the Interior, as they categorically refuse to ratify the statute without a solution. Their demand file.
It is also noted that the National Coordination representing this category has undertaken a series of protest steps for more than a decade, the last of which was on April 24, 2024 in front of the Parliament headquarters in Rabat, with the quadripartite coordination of the sector’s unions, in order to open the door to a dialogue that leads to tangible results about the collective sector crisis in Morocco.
