The Comptroller General of the Republic opened a process of fiscal responsibility against 16 people and the firm Ingecon, in the midst of the special surveillance carried out in the Parque a Motor Central Park project, located in Bello, for property damage suffered by Indeportes Antioquia in the midst of the controversial construction of one of the flagship works of the former governor and current presidential candidate, Luis Pérez Gutiérrez.
The decision, first known by EL COLOMBIANO, is made in the middle of the process carried out by the Comptroller after evidencing that of the resources allocated for the Park to Motor Central Park project, exactly $148,207,035,398, as of October 25, 2021, had been paid $112,684,032,424. Regarding these resources, the Comptroller determined that they were not in the use for which the project was conceived; In addition, the executed works were in deterioration and incomplete, for which reason the total payments made are considered property damage.
The findings of the Comptroller’s Office are due to deficiencies in the execution stage, and weaknesses in the technical and operational control by the controller, in addition to the shortcomings presented in the supervision functions commissioned by the responsible state entity, during the execution and development of the work.
The control body also pointed out deficiencies in coordination, organization and planning in the execution of the project for not carrying out a control, follow-up and verification of the flow of investments and the schedule of activities, where a critical path was established that defined the construction items of essential works to be carried out.
For all this, the Comptroller’s Office ordered to call 16 people to render a free version, among them three former managers of Indeportes: Mauricio García, Liliana Sofía Sánchez and Sergio Roldán, as well as the current manager Héctor Betancur. The Indeportes supervisor also appears: John Salas.
Two former managers of the Antioquia Housing Company, Viva, Alexánder Flórez and María Fanery Sucerquia, must also answer to the Comptroller. Like the advisors of said entity: Óscar Builes, Jorge Carrasquilla, Ángela Sánchez, Edwin Olivero and Sergio García.
In addition, the Comptroller’s Office also included the former rector of the Colegio Mayor, Bernardo Arteaga, and the current rector Juan David Gómez, since said entity was in charge of supervising the work. Mario Correa and Dora Oliveros were also summoned to answer for the intervention’s management.
The list of alleged fiscal responsible is closed by Ingecon, contractor of the work.
In dialogue with EL COLOMBIANO when announcing her resignation last December, the former manager of Viva, María Fanery, had explained that regarding Central Park they were in the process of liquidating the contract and had advanced to 86%. “The rest of the works were neither financed nor within the scope of Viva. We are in a third phase, in which we seek that through a new contract redesigns can be made that allow us to overcome the litigation, resolve the permits with EPM and the works to improve the runway, ”she explained.
Since the current administration of Aníbal Gaviria began, the Government has made several remarks regarding the state of the works it received and restructured a plan to try to rescue the functionality of Central Park, which was one of the flagship projects of Luis Pérez, current candidate presidential. The Government was consulted on the subject, they stated that Governor Gaviria will study the car with the legal team before making a pronouncement.
As for Luis Pérez, although the Comptroller’s Office has not mentioned him in the middle of the procedures due to the special surveillance he is carrying out, the candidate for the presidency has already met him prior to the reports of the Comptroller’s Office that since December warned of alleged damage to his assets. for more than $112,000 million, ensuring that the administration that has to give answers is that of Aníbal Gaviria, not his.
According to Carlos Contreras, leader of the Citizen Oversight Office of Central Park, after the progress of the process in the Comptroller’s Office, they hope that the Attorney General’s Office will soon rule on the responsibility of five high-level officials: Luis Pérez; the former director of the Metropolitan Area, Eugenio Prieto; Javier García, as former legal director of the Interior and later manager of Indeportes; and the fifth curator of Bello, Nicolás Orergo.
Contreras also hopes that the Attorney General’s Office, which certified copies two years ago, advances in the process.
For now, between May 4 and 11, the alleged prosecutors linked to this process must give a free and spontaneous version in the Comptroller’s building in Medellín.
