The Attorney General’s Office is encouraged to resolve allegations of case brokering (markus) within judicial institutions, including the Supreme Court (MA), through investigating the case that ensnared the former Head of the Legal and Judicial Training Agency of the Supreme Court (MA), Zarof Ricar.
Criminal law lecturer at Trisakti University, Azmi Syahputra, believes that behind Zarof, there is still a secret incident of a major crime. Therefore, JAM-Pidsus investigators must expand their investigations.
“The Attorney General’s Office must investigate thoroughly and proceed straight in order to expand the investigation from upstream to downstream regarding alleged criminal acts of corruption regarding the discovery of (almost) IDR 1 trillion in cash and 51 kilograms of gold from Zarof’s house,” said Azmi to Indonesian MediaMonday (4/11).

He explained that it was possible that there were other suspected criminal acts that could be traced to Zarof’s designation as a suspect. For example, continued Azmi, money laundering crimes, tax crimes, criminal conspiracy and ongoing acts as well as participation in crimes.
Therefore, he encouraged JAM-Pidsus investigators to apply the principles zero tolerance against corruption. To support the investigation process, Azmi advised investigators to check controversial court decisions in the past 10 to 15 years, including decisions in narcotics cases which were considered strategic cases.
“Investigators must check the judge’s decisions in the past 10 to 15 years, controversial decisions, drug decisions, including allegations of buying and selling strategic positions within the Supreme Court,” he said. (J-2)

**Interview with Azm, Criminal Law Lecturer at Trisakti University**
**Host:** Welcome to today’s segment. We have with us Azm, a criminal law lecturer at Trisakti University, to discuss a recent case involving allegations of case brokering within the Supreme Court. Thank you for joining us, Azm.
**Azm:** Thank you for having me. It’s a crucial topic that needs thorough discussion.
**Host:** The recent allegations involving the former Head of the Legal and Judicial Training Agency, Zarof Ricar, have come to light. Can you give us an overview of the allegations and why they are significant?
**Azm:** Certainly. The allegations suggest that Zarof Ricar was involved in case brokering—essentially manipulating judicial processes for personal gain. This is significant because it undermines the integrity of our judicial system. If proven true, it erodes public trust and opens the door for corruption within our courts.
**Host:** It’s troubling to hear. What steps are being taken by the Attorney General’s Office in response to these allegations?
**Azm:** The Attorney General’s Office has been urged to conduct a thorough investigation into these claims. They are looking into the broader implications of case brokering within the judicial institutions, not just focusing on Ricar, but also understanding the systemic issues that may allow this kind of corruption to flourish.
**Host:** What do you think are the challenges in addressing such allegations within a high institution like the Supreme Court?
**Azm:** One major challenge is the deeply rooted culture and potential fear among officials to speak out against wrongdoing. There’s also the difficulty in collecting evidence and ensuring that investigations follow due process without political interference. Transparency and accountability are vital in restoring public confidence.
**Host:** Are there existing laws that can support the resolution of these allegations, or do we need new reforms?
**Azm:** While existing laws do cover corruption and misconduct, there’s always room for reform, especially to create more stringent measures against case brokering. Strengthening the legal framework and ensuring strict enforcement can help deter such behavior at all levels of the judiciary.
**Host:** Thank you, Azm, for your insights on this important topic. It certainly raises many questions not only about individual accountability but about the integrity of our legal system as a whole.
**Azm:** Thank you for the discussion. It’s crucial that these issues are brought to light and addressed effectively.
**Host:** That’s all for today’s interview. Stay tuned for more updates on this case and related topics.
