According to Freddy Guevara, the unfrozen resources will be administered by the UN.
The document has already been released with all the points that were signed by the opposition and the national government in Mexico, following the resumption of the dialogue between both parties.
In the letter they indicate that there are seven points that were signed by the delegations.
This is the second partial agreement for social protection for the people of Venezuela, which also creates a monitoring and verification mechanism for it.
This was agreed:
1. The parties agree to establish a Monitoring and Verification Commission of the Second Partial Agreement for the Social Protection of the Venezuelan People (the Commission), as an auxiliary mechanism of the Dialogue and Negotiation Table (MDN). which will be made up of five representatives of each of the parties, and an observer representative of the Kingdom of Norway as facilitator of the dialogue and negotiation process (the facilitator), which will act by delegation of the MDN. The day following the signing of this annex, the parties will inform the facilitator of the names of their representatives.
2. The members designated by the parties in the commission will have the greatest facilities and collaboration of the State bodies for the fulfillment of their functions. The MDN will verify that the commission has adequate and sufficient conditions to carry out its activities. It is understood that in no way can the commission become a new space for negotiation and decision. The actions of the commission are not public and will be strictly attached to the functions and responsibilities established in this annex.
3. The facilitator will summon the representatives of the parties to the first meeting for the installation of the commission within the seven continuous days following their appointment. The Commission will meet regularly once a month, at the place and time previously agreed, without prejudice to the fact that it can hold extraordinary meetings as many times as necessary. Extraordinary meetings may be called by the facilitator at the request of no less than three representatives of each of the parties. Its decisions will be adopted by consensus of those present.
4. The functions of the commission are the following:
a. Receive and analyze all the reports related to the implementation of the Second Partial Agreement in social matters;
b. Receive and analyze the status of execution and the technical, legal and financial documentation, related to the implementation of the Second Partial Agreement in social matters;
c. The commission or its members may monitor and monitor the acts and activities related to the implementation of the Second Partial Agreement in social matters, and learn regarding the respective procedures. For this purpose, the MDN will issue corresponding credentials.
d. Have access to the monitoring portals with updated information on all the processes derived from the Second Partial Agreement in social matters; and. Inform the MDN regarding the execution of the Second Partial Agreement in social matters, as well as the development of all the processes executed or to be executed in relation to its implementation;
F. Make observations, alerts and recommendations to the MDN for the improvement and optimization of the implementation of the Second Partial Agreement in social matters when they deem it appropriate:
g. Alert the MDN in case of detecting or becoming aware of irregularities in the implementation of the Second Partial Agreement in social matters;
h. Submit a quarterly report to the MDN on all matters within its competence, without prejudice to making the observations, alerts or recommendations that it deems necessary at any time in accordance with the previous literal.
5. The Commission will have an operating budget derived from its annual work plan, approved by the MDN.
6. To promote participation in the implementation of the Second Partial Agreement in social matters and as part of the mechanisms agreed upon in the MOU, the MDN will create an Internet portal for the dissemination of information and reception of opinions from communities, social organizations , citizens and citizens,
7. The duration of the commission will be the same time as the implementation of the Second Partial Agreement in social matters, including the administrative and financial closing processes. If the MDN ceases to function, either because it has fulfilled its purpose, or for any other reason, the Commission will not cease its functions until all the objectives of the Second Partial Agreement in social matters have been completed. Without prejudice to the fact that the MDN decides otherwise, in such a case THE PARTIES agree that their delegations will form a special working group that will replace the functions of the MDN in everything related to the execution of the Second.

For his part, Freddy Guevara, one of the opposition representatives, published on his Twitter account that this agreement is covered.
He pointed out that the objective of the negotiation is to achieve a return to democracy and a solution to the crisis. After months of work, we reached the social agreement at the negotiating table in Mexico that allows millions of Venezuelans to alleviate problems with resources administered by the UN.
“The money will be used to alleviate the health, electricity and food crisis through programs administered by the UN. Not a single dollar goes to the regime’s accounts,” said the former deputy.
The Unitary Platform approves the unfreezing of resources and the government accepts that the protected resources be administered by the UN. Programs defined by technical teams, executed by the UN and overseen by a public committee, he said.
He revealed that “the documents of the agreement will be public. The Verification Committee is created, made up of 10 members + 1 representative from Norway. With international standards, it will include tenders and contracts carried out by the UN.
“In parallel, outside of Mexico, due to the global energy crisis and as an incentive for negotiation, US grants license to Chevron In Venezuela. Our position remains the same: tAll incentives must be conditional on concrete results and be reversed otherwise”.
The next steps are electoral conditions and respect for human rights. “We hope that just as we achieved the social agreement, we find common ground that will lead us to a Venezuela with justice, freedom, the rule of law and coexistence in democracy.”
