In national education, the frequency of agency stoppages fell by more than 20% when the state decided not to pay wages on the first day of absence. However, INSEE noted in an analysis published in mid-July that the overall effect of reducing sick leave coverage remains “unclear.”

Faced with the increasing number of sick days taken by civil servants, the government of Édouard Philippe decided not to pay 100% of the salaries of agents from the first day of the shutdown, but only from the second day.
