Need to promote decentralization of projects

Chairman of the Hanoi People’s Committee Tran Sy Thanh said that by September 2022, Hanoi had only disbursed less than 50% of the public investment capital, but when the Prime Minister had a delegation to work directly, it would not be until January 31. -2023 has disbursed more than 45 trillion dong (reaching 87.8%).

Agreeing with the issue raised by the President of Hanoi, Acting Chairman of the Quang Ninh Provincial People’s Committee Cao Tuong Huy said that many procedures for forests, conversion of rice land use, and site clearance work have many shortcomings, so the province is also trying to solve the problem. proposed amendments.

Accordingly, Mr. Huy recommended that all public investment projects be split into sub-projects to speed up progress; allows authorizing the People’s Committee of the district to approve the unit price – recently the province has authorized it, but some ministries and agencies think that it is not in accordance with the law.

With Gia Lai province, Chairman of Gia Lai Provincial People’s Committee Truong Hai Long said that the disbursement in 2022 only reached 76.29% of the assigned plan (lower than the national average) due to investment and preparation work. The project is not good, leading to a lot of adjustment in investment policy.

Along with that, there are problems in planning adjustment, site clearance, and coordination between related units in the process of project implementation, which is not active and tight.

Mr. Long especially emphasized the limited capacity of some local investors, investors and project management boards. Therefore, the province has focused on solutions such as regular briefings, timely reminders, and putting the results of disbursement of public investment into the annual assessment and classification.

Minister of Health Dao Hong Lan said that 2022 is a year of many changes for the health sector. “At the end of July, when I returned to receive my assignment, the disbursement rate for public investment was only 5%, very low and the lowest among all ministries, sectors and localities,” the minister said.

Therefore, each problematic project has been worked by the ministry’s leaders to remove difficulties.

The solution is to strengthen active exchanges with localities with projects to remove difficulties, especially site clearance. As a result, the rate increased from 5% to 69.10%.
