A detailed X-ray of the legal gaming system. This is the one carried out by Egp-Fipe, the Italian Association of public gaming operators, which explored the network of specialized rooms and non-specialised public establishments other than tobacconists and monopoly retailers, active with gaming offers. These are places with small-win entertainment machines, betting corners, bingo games and video lotteries inside the gaming halls. At the end of last year in Italy there were 4,668 specialized rooms including bingo halls, betting shops and rooms dedicated to entertainment machines in which there is also a catering offer. Then there are almost 33 thousand public establishments such as bars and the like in whose premises there are also some entertainment and betting machines.
The greatest concentration of specialized theaters is in Lombardy (669) and Campania (666), in both cases just over 14% of the total. followed by Lazio and Piedmont with 438 and 425 cinemas. The combination of Lombardy and Campania is also at the top in the public establishments segment. In Lombardy there are 5,525 bars and similar with a corner for vending machines, almost 17% of the national total, in Campania 3,336 (10%), in Lazio 2,783 (8.4%) and Veneto (8.3%).
«The public establishments attributable both to Law 287 of 1991 and to the subsequent regulations of gaming under concession represent approximately 45% of the networks offering legal cash gaming by 2023 and around 50% of overall gaming spending in Italy. Due to the high tax levies on the games offered, more than half of the revenue from gaming is guaranteed by public establishments – explains Emmanuele Cangianelli, President of EGP FIPE who adds -. As Confcommercio we have been working for some time to encourage a concrete qualification of the gaming offer in public establishments: the social and legal responsibility of the tens of thousands of entrepreneurs and their collaborators who take care of the collection of regulated games offered in the halls and bars is the basis for more effective rules on gaming access controls, which are also essential to prevent underage gaming. The extensive digitalisation of control solutions and gaming products available to operators in future concessions will be essential to maintain and improve the gaming places in which to entertain, consciously and in complete safety, preventing addictions more effectively thanks to direct communication with the consumers that merchants can ensure.”
The action to combat illegal gambling
