They will work to implement programs focused on people with disabilities

Asuncion, IP.- The Secretariat of Social Action (SAS) and the National Secretariat for Human Rights of Persons with Disabilities (Senadis) signed an inter-institutional cooperation agreement on Friday to jointly implement programs and projects that benefit families in poverty, with persons with disabilities among their members.

The agreement establishes, primarily, an inter-institutional relationship, in order to coordinate and facilitate the provision of services to persons with disabilities in situations of poverty and extreme poverty, and the training and capacity building of human resources that perform functions in programs for the care of persons with disabilities.

During the event, the Minister of SAS, Héctor Cárdenas, pointed out that with this formalization of the work that was already being carried out, through this Agreement, this year, actions will be intensified. “According to the instructions of the President of the Republic, we must incorporate people with disabilities more forcefully into our Programs,” he stressed.

He also said that a disabled person in a family in extreme poverty “is a catastrophic situation, especially when the disability is severe because they need someone to care for them and that person who cares for them stops generating income for the household, which in fact suffers from great need.”

In this context, the Tekoporã Program will propose a component for people with disabilities from families in extreme poverty, added the head of the SAS.

For her part, the Minister of Senadis, Rocío Florentín, assured that the services offered by both State Secretariats, both for people in poverty and for people with disabilities, are “quite binding, so creating Programs or components in this case of aid that have to do with the social sector and above all not with welfare but with a rights-based approach,” she said.

The main purpose of this agreement is to establish an inter-institutional relationship of mutual cooperation between Senadis and SAS, which seeks to strengthen and consolidate cooperation between the parties for the best institutional functioning and optimal performance of the authorities in the fulfillment of their functions, through the implementation of plans, programs, projects and activities related to or derived from the respective institutional missions, in order to contribute to the fulfillment of their objectives.

In this regard, both secretariats will exchange computer data corresponding to people with disabilities, a module for the care of People with Disabilities will be formulated as an annex to the Tekoporã Operational Manual.
