The Training of Union Leaders Foundation (Fordisi) denounced on Friday, November 8, that the Ministry of Education commits “abuses” against workers who have dual positions in public and private institutions.
Among the irregularities mentioned by the organization are the suspension of teachers’ salaries and other benefits.
“They have left without payment of bonus and fortnight without justification, what they argue is that they are making a crossover, that the Ministry of Education is watching, who are teaching classes and who are not,” said Griselda Sánchez, president of Fordisi, in an interview for Radio Fe y Alegría.
How much does a teacher earn in Venezuela?
In October 2024, the Center for Documentation and Social Analysis of the Venezuelan Federation of Teachers (Cendas-FVM) specified in its report that the average salary of an educator is $18.34 per month.
This salary implies that a teacher would require 29 salaries to cover the family basket for a family of five people.
The Constitution allows teachers to have two positions
Griselda Sánchez also recalled that the national Constitution allows teachers to have two positions and that the condition of each one must be respected.
“This affects the assets of the workers, we want to demand that what is established in the Constitution be respected,” he added.
Likewise, he considered that if a teacher is having problems complying with the schedule, the Legal Department of the Ministry of Education must assume responsibility and not generalize this particular situation to the rest of the workers.
The president of Fordisi asked the authorities to respect the rights of retired Venezuelan educators who are outside the country. According to Sánchez, they have received complaints of suspension of their payments.
Previous allegations of payment irregularities
This is not the first time that the educational union has reported problems with the payment of salaries and bonuses to teachers. In May 2024, Fordisi reported that several of the public sector teachers assured that their payment for May was not canceled.
“This is not the first time that the educational union has reported problems with the payment of salaries and bonuses to teachers,” the organization said in a press release reviewed by several media outlets.
According to the union’s statement, this situation not only occurred in Caracas, but was also recorded in other cities in the country. In addition, they questioned the destination of the payroll funds.
“If there is money to pay a payroll that exists, where are those funds going? They are intended to cancel vacations and other contractual commitments, who is keeping those funds?” Fordisi added.
Likewise, he indicated that these irregularities have been reported to the authorities of the Educational Zone, but they have not received a response.

The Training of Union Leaders Foundation (Fordisi) has raised concerns over alleged abuses committed by the Venezuelan Ministry of Education against teachers holding dual positions in public and private institutions. On November 8, Fordisi highlighted issues such as the suspension of salaries and benefits, where some teachers reportedly received no payment for bonuses and salaries without justification. Griselda Sánchez, Fordisi’s president, emphasized that the Ministry is unjustly penalizing teachers under the pretext of monitoring their attendance.
Sánchez pointed out that the national Constitution permits teachers to hold multiple positions, calling for respect for this right. She argued that instances of individual non-compliance should not result in consequences for other teachers and urged accountability from the Ministry’s Legal Department. Additionally, she brought attention to complaints from retired educators living abroad regarding the suspension of their payments.
The situation is compounded by the low average salary of teachers in Venezuela, reported to be around $18.34 per month as of October 2024, which indicates that many educators struggle to afford basic living expenses for their families. This is not an isolated issue; Fordisi has previously reported similar payment irregularities, with teachers expressing concerns over unpaid salaries and bonuses, highlighting a broader pattern of dysfunction within the education sector.
