Through two resolutions, the Chamber requested the Government to take measures to improve conditions in penitentiary centers.

Firstly, resolution 985 establishes the need to build new penitentiary centers, as well as expand and improve existing ones.

In the text, it is justified that the latest measurements indicate that one of the main concerns of citizens is public safety. And, in light of this, he adds that Chile is the Latin American country in which the perception of crime has increased the most.

However, the initiative also recognizes the prison crisis that affects penitentiary centers. Therefore, due to the lack of dignity of prisoners, guarantee judges have incentives to authorize alternative compliance measures.

Faced with this, the resolution states that it is imperative that the penitentiary system modernize its infrastructure. For this, it is necessary that resources be allocated to have more and better penitentiary centers.

The resolution, supported by 135 votes in favor and one abstention, was promoted by the deputies of the Republican Party Committee.

Uniforms in penitentiary centers

On the same day, the Chamber approved resolution 984, which requests to establish the use of uniforms for the prison population. In its content, it argues that the number of seizures of drugs, weapons and cell phones in prisons is worrying. Likewise, crimes continue to be planned and committed from the same premises.

Given the above, the resolution states that one way to contribute to creating a better climate inside prisons is to force inmates to wear uniforms.

This measure would offer the advantage of creating a climate of equality, discipline and respect for the law within the facilities. Furthermore, it would prevent a categorization of inmates from being created around clothing. It would also prevent certain inmates from being victims of others because of their clothing. With this, prison mafias might be prevented from abusing the rest of the prison population.

Law allows repairs and extensions

There is agreement on the need to build a new prison in Ñuble. However, the lack of land agreed upon with the communities has scuttled several project attempts.

“This is a region that requires a new and modern penitentiary center,” said Justice Minister Luis Cordero during his last visit to Chillán, on November 7.

While waiting for the completion of a project, on October 6, the Senate approved the idea of ​​legislating the project that establishes special rules for the alteration, expansion, repair or reconstruction of penitentiary establishments and that seeks to improve the situation of prison overcrowding in the country. The initiative that is completing its second process is part of the prioritized security agenda, and was able to continue with its process, particularly in the Constitution Commission.
