Neighbors of the 60 Viviendas de Roca neighborhood are outraged because for years they have had to live with the nauseating odors emanating from a drain where sewage is discharged, they assured.
The canal runs parallel to José Ingenieros street. In November of last year, the Superior Court of Justice (STJ) confirmed the amparo ruling and ordered the municipality of Roca to arbitrate “all the necessary means” for prevention, regarding the damage that sewage overflows may cause in that drain on José Ingenieros street between Mendoza and Viedma.
“Everything is contaminated and unbreathable,” a neighbor from the area commented very annoyed.
He pointed out that once a year they send backhoe loaders that “They take out all the weeds and throw everything on the asphalt in the ditch. But when it rains all the water accumulates on the asphalt”.
The STJ clarified that the municipal authorities They will be responsible, even when the structural works to solve the problem depend on the provincial state, the Provincial Water Department (DPA) or the ARSA company, public service concessionaire.
According to the file, the drain that overflows is intended for the discharge and runoff of rainwater, but it has been used for the discharge of sewage. The residents maintain that the lack of adequate maintenance of this drain by the municipality helped the liquids overflow and reach the houses of the neighborhood.
