This day, ten deputies from Nuevas Ideas presented a proposal to reform the second paragraph of article 248 of the Constitution of El Salvador, which seeks to add methods linked to the constitutional reform process, which has been the same since 1983 under the presidency legislative by Roberto D’Abuisson.
«The stone clauses remain INTACT. The proposal ONLY adds an EXTRA to the reform process. Current events: 1. A REFORM legislature with half plus one. 2. The following legislature RATIFIES with 2/3. Proposal: 2.1: The same legislature may ratify with 3/4”, explained deputy Rodrigo Ayala.
According to the reform proposal, the second paragraph of article 248 would read as follows: «For such reform to be decreed, it must be ratified in the next Legislative Assembly with two thirds or by the Legislative Assembly itself with the vote of two thirds of the members. Elected deputies. Once ratified, the corresponding decree will be issued, which will be published in the Official Gazette.
This proposal does not discard or eliminate established legal processes, but rather adds new mechanisms for the execution of the constitutional reform.
