After the “revenue” section, the “expenditure” section of the 2024 budget arrives Tuesday evening at the National Assembly. In addition to the 16 billion euros already provided for in the finance bill, Bruno Le Maire asked deputies to find a billion euros in additional savings. Several avenues have already been known for a while, such as the modification of the “Airbnb” tax niche. And there are also three new ones.

The apprenticeship bonus

The first avenue for savings is the elimination, in certain cases, of the apprenticeship bonus paid to employers. The measure would only concern large companies, those with more than 250 employees, and which wish to hire the best trained apprentices.

The Renaissance MP Dominique Da Silva, at the origin of this amendment, speaks of a common sense measure: “State aid should rather encourage them to recruit baccalaureates +2 and below. Which seems to me fairer because it is at these levels of diplomas that we most need to increase the number of staff.” This measure would affect less than 10% of the aid paid today. But it would still allow more than 700 million euros in savings over a full year.

The professional training account

The second avenue for savings concerns the reform of the professional training account, with the introduction of a remainder payable by the employee. But here once more, the measure would only apply in certain cases, explains Jean-René Cazeneuve, general budget rapporteur.

“Obviously, not everyone who is looking for a job will have to pay this remainder, nor will all those who are going to do training in the direction of their professional activity will have this remainder to pay. It’s simply when you want to open up to other subjects that you might possibly have a remainder to depend on.” According to information from Europe 1, this measure will instead take the form of a decree in 2024.

Free employment aid

The third and final savings avenue identified is a reduction in free employment aid. This is aid paid to employers for hiring people from priority areas of the city. This measure would allow around a hundred million euros in savings.
