However, in the latest white paper, this commitment has also been deleted, leaving only the willingness to allow Taiwan “one country, two systems” to communicate with all parties in Taiwan on the basis of the one-China principle and the 1992 consensus.
The report mentioned that China had proposed that Taiwan should “return” under the “one country, two systems” model, similar to Hong Kong’s return to China in 1997, where it might enjoy a certain degree of autonomy and partially retain a democratic social and political system. In a 2000 white paper, the CCP criticized former President Lee Teng-hui for advocating a “two-state theory.” In the 2022 edition, the CCP also strongly accused the DPP authorities of “adhering to the separatist stance of Taiwan independence, colluding with external forces to seek independence and provocation,” distorting and denying the “1992 Consensus,” promoting “gradual Taiwan independence,” and condoning the “constitutional and legal revisions” of forces eager for independence. Public opinion also claimed that “the DPP deceived the people of Taiwan”, inciting hatred of the mainland, using force to seek independence and rejecting it by force.
The new white paper also states that China “strives for peaceful reunification with the greatest sincerity and efforts”, but the next sentence directly threatens “we do not promise to renounce the use of force” and reserves the option to take all necessary measures.
