“There is no profit”: how the community of Bernay sets the prices of its service station

The community of communes of Broglie, a rural area which has 20 communes, had two private service stations closed in 2011. The work to bring them up to standard was too costly and competition from shopping centers was aggressive. However, part of the population was forced to travel many kilometers just to look for bread or refuel. So, on March 28, 2018, the community opened its 24-hour automatic nano service station.

After work costing 277,584 euros subsidized by the State (92,000 euros) and the department of Eure (50,000 euros), the service station includes two distribution routes (diesel and SP95): “ The moment it was accessible, it was a revolution for the inhabitants of the area. We don’t realize the lack of service in rural areas. Among the skills of Intercom, I put this in the top 3. In the countryside, the car is obligatory” declares Nicolas Gravelle, President of Intercom Terres de Normandie.

“Our prices are not revised on a daily basis”

As with oil tankers, the community manages everything from maintenance to supply: “following a call for tenders, we currently have a contract with UGAP, the central purchasing body for communities which obtains its supplies from Total . In 2022, we purchased 504,281 liters of diesel for 947,984.72 euros and 168,641 liters of SP95 for 320,374.57 euros. We made 8,500 loads during the year. Our prices are not revised on a daily basis, but per delivery and we take 5 euro cents per liter for management costs and maintenance. There is no profit, but we cannot do less. So, sometimes it’s beneficial and sometimes it’s not. At the moment, diesel is 2 euros per liter,” explains the elected official.

If it is not accessible to those over 3.5 tonnes, the nano service station is also used by firefighters, the gendarmerie and the technical services of surrounding communities: “during shortages, it was even requisitioned by the prefecture for emergency services.

Elected officials from Intercom Bernay Terres de Normandie are also looking ahead to the future with “the installation of fast charging stations for electric cars. We already have a network, but it dates back several years. The SIEGE (Eure intercommunal electricity and gas union) must modernize it. But, there will mainly be establishments by private operators, such as soon at the entrance to the A28,” announces Nicolas Gravelle.
