The current tariffs for municipal sidewalk parking have been in effect since 2015. The municipal enterprise “Rigas satiksme” maintains more than 5,600 parking spaces in the city center.
Foreign experts who conducted a study of the capital’s parking lots came to the conclusion that tariffs should be increased. The Department of External Space and Mobility is still familiarizing itself with the research data, the concept of car parks is at the research stage, and in general urban planning is not only regarding car parks. And the advice of foreign experts, they do not contain deadlines for their implementation, nor do they contain requirements to implement these recommendations without fail.
On the other hand, the city’s development plans include “low emission zones,” which means that vehicles with emissions exceeding a certain standard will not be able to enter these areas.
At the same time, the problem of lack of parking in neighborhoods is increasing. Over the past five years, the number of cars registered in Riga has increased by 9 thousand.
The capital carried out an extensive program for creating sidewalk parking during the Duma of the previous convocation. Then parking spaces began to be created on Malienas, Hippocrates, Lielvardes streets, present-day Brothers Kaudzite (formerly Keldysh), Rostokas, Kurzemes Avenue. There are no new municipal projects yet. And new parking spaces – and for very decent money – are created only in a few new buildings.
At the moment, only one municipal parking lot has been built, and that was in 2012.
In the city center, the number of parking spaces has decreased both due to the creation of new bicycle lanes and the elimination of sidewalk parking and the conversion of some parking lots from herringbone parking lots to parallel parking.
So Riga will clearly not be the exception city that will be able to solve the problem of a lack of parking spaces and an increase in the number of vehicles.
