The National Union of Education (FNE) revealed the outcomes of the meeting with the Ministry of National Education, Preschool and Sports regarding a number of files of interest to women and men in education.

The National Union of Education (FNE) explained, in a statement following its meeting with representatives of the Ministry of National Education, yesterday, Wednesday, July 17, under the supervision of the Secretary-General of the Ministry, that a number of files were discussed during the meeting, namely:

1. The file of detainees: The delegation of the National Union of Education (FNE) renewed its demand for the final closure of this file, as the Secretary-General confirmed the Ministry’s commitment to what was agreed upon in the Higher Committee for Sectoral Dialogue to finally close this file during this week, while accelerating the administrative and financial settlement.
2. The file of supplementary compensation for primary, preparatory and specialist students and the ceiling for Cell 10: The Ministry promised again to resolve the issue soon with the Ministry of Finance.
3. Supplementary compensation for rehabilitation teachers working outside of rehabilitation: in primary, middle, preparatory departments, higher technical, training centers and the subjects at hand: The Ministry’s response is that it is in the process of counting those concerned to take the necessary action.
4. Educational assistants file: The university delegation renewed its demand to pay 500 dirhams as special compensation, and to transfer their contributions to the collective retirement pension system to the Moroccan Retirement Fund.
5. Transitional movement: The university requested announcing a movement to assign the position of secondary school principal and a transitional movement for general guards and supervisors, due to its importance in the stability of educational institutions. The answer was that the ministry would issue the special memorandum during this week.
6. Casual workers in their various groups: The Secretary-General confirmed that the Ministry of National Education will hold a meeting, today, Tuesday, July 16, 2024, starting at four o’clock in the afternoon, with the sectors concerned to finally close this file.
7. The file of non-formal education activists, filling the gap, and teachers of the Madaris.com network: The Ministry confirmed that it is in the process of issuing a letter to count the concerned parties with a view to resolving the problem permanently.
8. Direct employment file August 3, 2009: The Ministry committed to counting four months of seniority after meeting with the civil service and finance sector.
9. File of educational specialists and suppliers December 26, 2009: It was agreed to correct the employment date from September 2 to 1, 2009.
10. Direct employment file March 1, 2011: The Ministry confirmed that seniority in the administration, March 1, 2011 instead of January 1, 2012, will be adhered to and that the file is on the way to being resolved.
11. Direct recruitment file September 1, 2011: The Ministry committed to settling all employees concerned with direct recruitment in 2011 (date of recruitment 3/1/2011 instead of 1/1/2012 for preparatory teachers, joint framework administrators and suppliers who were hired within the framework of the first grade, and adopting the date 9/1/2011 instead of 1/1/2012 for primary school teachers and educational attachés who were hired within the framework of the second grade).
12. The file of educational and social specialists: Allowing the signing of exit reports, within the educational body, for everyone and issuing a memorandum regarding working hours to implement what was agreed upon in the dialogue.
13. Joint framework administrators: The university demanded the approval of supplementary compensation and the extension of the deadlines for submitting the application for integration into the basic system and renewed its refusal to reduce the salaries of administrators after their integration, and to adopt March 1, 2011 for administrators who were employed within the framework of direct employment 2011.
14. The file of educational cadres who perform administrative or financial management tasks: According to Article 77, after sending the ministerial memorandum to count them and change their framework, solve their problems and work to expedite the implementation of individual decisions.
15. Education and training supervisors’ file: A date will be set soon to discuss their basic system in addition to resolving some administrative files.
16. The file of outstanding primary and secondary school teachers: Article 78 of the basic system will be implemented (decisions were sent for 4 cases to change the framework to a secondary school teacher, awaiting the resolution of the problem of 8 cases).
17. Guidance and Planning File: The administrative and financial settlement of the 2022 graduates file was committed to immediately upon publication of the decree regulating the Guidance and Planning Center;
18. Guidance advisors: Allowing the signing of exit reports for everyone within the educational body; 19. File to change the framework to an inspector for guidance, planning and supplier frameworks: The special training decision will be prepared after receiving the proposals of the five unions;
20. File of those assigned outside their ranks: The decision is in the process of being approved and endorsed;
21. The file of educational administration cadres: Pending a comprehensive discussion of the decisions such as the eligibility decision, and the decrees related to educational administration cadres and their status, the file of those exempted (300 cases) from educational administration will be processed due to non-acknowledgment or exemption or due to transfer for medical and health reasons… in light of the shortage situation, as the university mentioned the delay in settling compensation for administrative burdens for many educational administration cadres in new institutions.
22. The file of administrative cadres coming from the tourism sector: The Ministry’s response is that it is preparing a new vision for the qualifications hosted by the hotel sector, and it will be presented to the unions after its preparation is completed.
23. Ministry of National Education Doctors File: The National Education Union renewed its commitment to the comprehensive solution agreed upon through 3 batches 2024-2025-2026 according to transparent criteria with compensation for damages. In return, the Ministry expressed its commitment to what was stated in the agreement and that it is working to determine the deficit, and the memorandum will be issued soon in order to organize the competition.
