The Homicide Prosecutor’s Office released its list of witnesses for the jury trial for the murder of Miguel Ángel “Ruso” Auer. Among the police, experts, scientists and relatives of the victim, two unexpected names also stood out: the former Minister of Social Development of Neuquén, Abel Di Luca, and the Provincial Coordinator of Administration of that portfolio, Tomás Siegenthaler.
As explained by the chief prosecutor Agustín García and the legal assistant Guadalupe Inaudi, they will be summoned to testify because one of those accused of the homicide, Gabriel Castro Herrera, received a Social Development subsidy.
In the investigation of the mega scam with social plans, in charge of another prosecutor’s office, Tomás Siegenthaler appears as accused and appointed a defense attorney. No progress has been made on Abel Di Luca yet.

What Siegenthaler Said
«The registration or deregistration of beneficiaries was not decided by me or my staff. Osuna was in charge of it », he affirmed in a section of his demonstrations. He refers to Ariel Osuna, currently in pretrial detention.

Soiza’s superiors
Soiza implied, in a hearing, that Siegenthaler was his boss and oversaw his work, and Di Luca was ultimately responsible for being a minister.
“Above me I have two superiors”, said Soiza in the present tense. «We (in the direction of Social Plans) made a list that was presented in the administration of the Ministry, of which I might say A or B, and They are the ones who define, because they are the ones who request, with the signature of the Minister, the money from the Economy ».

This unexpected crossover between legal cases -Auer and Planes Sociales- adds an ingredient that it would be just anecdotal. There is no evidence, at least so far, of any other ties between the homicide and the mega-scam.
However, whatever Siegenthaler says regarding trafficking in social plans when declaring for the murder might impact your situation -and that of the rest of the defendants- in the cause of the mega-fraud.
