The surprise candidate Éric Zemmour made many proposals, in particular on his favorite subjects: immigration and security. Paris Match summarizes the 20 key measures of its program.

Immigration, justice and security, general hardening

Immigration :

  • Abolition of jus soli, family reunification and dual nationality for non-Europeans. Request for the right of asylum only possible in consulates abroad and return to the original spirit of the right of asylum by limiting it to a hundred individuals each year.
  • Expulsion of all foreign offenders, and forfeiture of nationality during a serious offence, as well as the 25% of foreigners serving their sentence in French prisons by forcing their countries of origin to re-welcome them on their territories, and threatening them if they refuse to “suppress development aid” and no longer grant visas to their nationals.
  • Temporary cessation of the Schengen area and return to national borders. Removal of the AME to keep only emergency medical aid.

Justice :

  • Oblige judges to punish all delinquents and criminals by introducing minimum sentences for all crimes and misdemeanors. Really apply sentences by ending sentence adjustments and incapacitating the most dangerous criminals and terrorists by restoring a non-reducible real life sentence
  • Recruit 3,000 magistrates and 3,000 clerks and lower the age of criminal majority from 18 to 16 and give judges the possibility of dismissing the minority excuse (which reduces the sentence by half) for minors aged 13 to 15 years to punish all serious crimes.

Security :

  • Systematically expel all foreign S files
  • Grant police officers and gendarmes a presumption of self-defence in the event of the use of their weapons and allow law enforcement and attacked citizens to defend themselves without risking going to prison thanks to the introduction of “defence excusable”

Economic liberalism, hostility to certain clean energies

Jobs and economy:

  • Increase working hours to more than 35 hours.
  • Maintain the exemption from employer and employee contributions up to the minimum wage for 2 years in the event of the hiring of the apprentice by the host company. Demand the full reimbursement of public aid received by companies that relocate

Ecology:

  • Remove the objective of reducing the share of nuclear power in our electricity mix to 50% by 2035 and extend the life of the existing fleet to at least 60 years. Stop the planned closure of the 12 nuclear reactors announced for 2030. Ensure the renewal of our nuclear fleet and support the increase in electricity demand by launching a construction program for at least 14 new EPR2 nuclear reactors by 2050
  • Prohibit any new wind turbine construction project and freeze current projects, redirect public support for wind and solar energy to thermal renewables.

Social and solidarity:

  • Abolish non-contributory social aid (family allowances, housing aid, RSA, minimum old age, etc.) for non-European foreigners.
  • Promote the birth rate in rural areas by paying a bonus of 10,000 euros at the birth of each child whose family has been domiciled for 2 years in a rural area

Taxation:

  • Encourage investment in start-ups and French SMEs by allowing 50% of its investment to be deducted from its Property Wealth Tax (IFI). Allow the immediate release of the participation bonus without any income tax and without any conditions for the employee, reduction in production taxes of 30 billion euros by abolishing as a priority the Social Solidarity Contribution of Companies (C3S), the Business Value Added Contribution (CVAE), Business Property Contribution (CFE) and the corporate tax rate at 15% for small and medium-sized businesses, craftsmen, traders and farmers up to 30,0000 euros of profits.
  • Abolition of transfer rights for family businesses.

Social policy: return to old school courses, retirement at 64 and end of wearing the veil on public roads

Education :

  • Reinstate the wearing of smocks in primary school.
  • Abolition of allowances to parents who do not “sanction their disruptive child” and create reintegration boarding schools.
  • Restore the certificate of studies at the end of primary school to measure the acquisition of fundamental knowledge, put an end to the single college by instituting level classes and offering a professional path from the age of 14. Truly allow all students to follow a Latin and Greek course. Restore the three streams S, ES and L in high school and redo a national exam for the baccalaureate. Create classes of literary and scientific excellence.

Religions :

  • Propose by referendum to restore the law on first names for future births by ensuring that the first name comes from the French, regional calendars or known characters from ancient and biblical history
  • Prohibit the wearing of the Islamic veil in public spaces, in order to enforce the principle of discretion in religious practice, prohibit the construction of imposing minarets and mosques and ensure the permanent closure of places promoting jihad

Retirement :

  • Raise the legal retirement age to 64 by 2030, increasing by one quarter per year from 2023, with arrangements for long or difficult careers. Revalue up to 600 euros per year small pensions below 1,300 euros monthly by completely exempting them from CSG and CRDS.

Health :

  • Hiring by the State hires 1,000 doctors to send them as employees in the medical deserts.
  • Rebuild the public hospital throughout the territory through the recruitment of 40,000 hospital staff and the implementation of a vast investment plan. Eliminate the ARS, purely accounting and technocratic bodies, and transfer their missions to the prefects

Internationally, increase in the defense budget and end of NATO

International :

  • Exit from NATO. Ultimately possess two aircraft carriers, twenty frigates, eight nuclear attack submarines and three hundred fighter planes in order to have a permanent projection capability by 2040
  • Increase of around 30 billion euros by 2030 to reach 70 billion euros. This effort must come to finance the construction of a second aircraft carrier and also the revaluation of 20% of military balances, assets and reservists, from 2023.
