In the often mysterious world of video game development, there is little insight into the true costs involved in making blockbuster games. A court error now reveals some details that weren’t meant to be made public.
As part of the legal battle between Microsoft and Activision Blizzard on the one hand and the Federal Trade Commission on the other, Sony Interactive Entertainment released documents revealing undisclosed information regarding the development costs of two high-profile games.

According to documents, Guerrilla Games’ action role-playing game Horizon Forbidden West has cost a total of $212 million to develop over a five-year period. Around 300 developers were employed full-time. For “The Last of Us Part 2” another eight million were due at 220 million US dollars. About 200 developers worked on the third-person action-adventure for a full six years. With this calculation, the marketing costs will probably come on top.
These costs are likely to increase significantly in the coming years. A UK Competition and Markets Authority report from earlier this year revealed that games have cost an average of between $50 million and $150 million over the past five years. For games that are currently in the production phase and are due to be released in 2024 or 2025, the expected costs are already over $200 million on average.
These huge costs might result in companies taking fewer risks and relying more on established franchises. This might lead to a less diverse and exciting gaming landscape.

The released court filings also contain information regarding the financial impact of Call of Duty to Sony and the company’s concerns over the game’s potential Xbox exclusivity. According to the documents, one million Playstation players worldwide should only play the first-person shooter.

In addition to this information, the monetary value of Call of Duty to Sony was also inadvertently revealed. It was previously known that the value would be over $1 billion, however, the leaked data shows that the game generated $800 million in Playstation revenue in the US alone in 2021. It is believed that even 1.5 billion US dollars were reached worldwide. However, that already impressive total is only for the game itself. When accessories, subscriptions and other factors are factored in, the total value might rise to a whopping $15.9 billion per year.
