“The Trial of False Proxies Disrupting the Belgian Elections – Latest Updates and Analysis”

The trial of the false proxies which disrupted the ballot of October 14, 2018 in Neufchâteau, in the province of Luxembourg, is taking place on Monday before the correctional court of Hainaut, division of Mons.

Monday morning, the former mayor of the commune of Neufchâteau, Dimitri Fourny, challenged the charges once morest him: forgery, use of forgery and breach of trust within the framework of a criminal association. The other defendants pointed to Francine Bossicart as the instigator of this case. But the question is whether she acted under the orders of the bourgmestre or not.

In its indictment, the public prosecutor referred to “an attack on democratic values”, presenting Dimitri Fourny as “a leader who abuses vulnerable people”. A work sentence was claimed (or a suspended sentence of one year), as well as a period of ineligibility for a period of ten years.

The former deputy mayor and some of his relatives are warned in this case. About sixty people have joined as civil parties.

The investigation revealed the existence of a dozen litigious proxies within a retirement home, “Le Clos des Seigneurs”. The purpose of these proxies was to allocate additional votes to the “Acting together” list of the outgoing mayor. In the end, this list had won an absolute majority with 16 votes.

Eight months later, a new ballot had been organized in Neufchâteau. This time, the “Act together” list had lost the absolute majority and had been sent back to the opposition. The investigation had led to the indictment of around twenty people, including Dimitri Fourny and some of his relatives. The former leader of the cdH in the Walloon parliament, who left politics for good in the spring of 2021, has always denied having anything to blame himself for.

The Luxembourg public prosecutor’s office had asked the Court of Cassation to be dismissed from the case, the family ties uniting certain defendants and members of the registry. The file, in which the commune of Neufchâteau brought a civil action, was therefore sent back to Mons.
