Military observer and Co-Founder of the Institute for Security and Strategic Studies (ISESS), Khairul Fahmi, said that the TNI-Polri might have eradicated the Free Papua Organization (OPM) if there was good faith from the government and the People’s Representative Council (DPR).
“Regarding the ability to respond seriously, I don’t think it depends on the TNI and Polri. “A serious response completely depends on the intentions of the government and the DPR,” explained Khairul to Media Indonesia, Monday (15/4).
“Are we going to continue to maintain doubts and allow this overlapping, chaotic condition to continue, or are we willing to take bold steps by formulating an action plan that reflects policy changes or political decisions and can be implemented simultaneously and comprehensively,” he added.
The government, said Khairul, can end armed separatism for the sake of territorial integrity using the TNI in accordance with Law no. 34 of 2004 Article 7 paragraph 2 letter (b) number (1). The government must also protect the public, maintain security and enforce the law using the National Police; and strengthening public trust and support by providing public services.
A decent development program also needs to be presented through government agencies in Papua. Apart from that, the government must also continue to increase positive propaganda and always open up space for dialogue.
“The pressure exerted by the TNI and Polri is not independent and is only carried out to break through the political deadlock,” he said.
“Resolving conflicts, especially separatism, is ultimately still a political process that must be agreed upon by sitting down together,” said Khairul.
