Reform the “My psychological support” system: this is one of the main measures put forward before the National Assembly by the Prime Minister, Gabriel Attal, during his general policy speech on January 30, to “doing mental health [la] youth a great cause of [l’]government action ».

Ten months earlier, in April 2023, the Minister of Health at the time, François Braun, had given his satisfaction to this system deployed in spring 2022, which allows access to eight sessions with the psychologist reimbursed by Insurance -sickness and complementary health insurance, upon referral from the doctor.

But the tone has changed. These sessions, open to people suffering from mental disorders “mild to moderate”did not give “the expected results”estimated Gabriel Attal, promising a renovation “from top to bottom”. With several advanced avenues, such as increasing the price of reimbursed consultation, or even the possibility of having direct access to the psychologist.

An evaluation expected in April

After almost two years of existence, what is the assessment of this system launched in the wake of the Covid-19 crisis and the increasingly significant psychological suffering brought to light? Points of view differ. According to the latest figures from Health Insurance, as of December 31, 2023, 243,000 patients had benefited, with 1.2 million sessions carried out.

Did it reach a young audience? 70% of women, 12% of people aged 18-25, a quarter of minors and 11% of beneficiaries of complementary solidarity health insurance are counted. With some 2,500 psychologists registered in the system – out of the 20,000 professionals meeting the conditions set to participate, such as being a clinician in practice for at least three years, according to the National Health Insurance Fund (CNAM).

“The results are positive, supports Marguerite Cazeneuve, its deputy director. Few countries “solve” access to psychologists in this way; it is a real step forward in terms of social protection, and a necessity: given the prevalence of mental health disorders, public provision must of course be strengthened, but also rely on the liberal sector, otherwise we will not be able to achieve it. »

The number two of the CNAM assures this at the same time: “We need to improve the system, and we are working on it”she said, pointing to a number of registered psychologists who « ceilings ». “We need to think regarding prices, flexibility on the number of sessions, their duration, or even the question of direct access”, she summarizes. The conclusions of an evaluation commission appointed in the summer of 2023 are expected in April.
