The State Duma approved on first reading a draft law on penalties for violations of the regulations on keeping pets. Owners face fines of up to three thousand rubles

Passed by the lower house of the Russian parliament on first reading billimposing fines for violations of pet keeping rules. It was proposed by the Moscow Region Duma in December 2021.

The document assumes that the Code of Administrative Offenses (CAO) will be supplemented by a new section 8.50, which will spell out liability for non-compliance with pet keeping requirements. For citizens, fines range from 500 to 1,500 rubles for a first violation and from 1,500 to 3,000 rubles for repeated violations. If the law is passed, individual entrepreneurs will face fines of 3,000 to 5,000 rubles for a first violation and 5,000 to 10,000 rubles for a second violation.

In addition, the Code of Administrative Offenses will stipulate that administrative cases under the new provisions will be considered by administrative bodies exercising regional control in the field of animal treatment and corresponding protocols will be drawn up.

Article 8.52 of the current Administrative Offenses Code only stipulates liability for failure to meet the requirements for keeping animals, but the provisions do not apply to keeping pets.

The Responsible Treatment of Animals Act (No. 498-FZ) sets out the requirements for keeping pets. The current version of the “Requirements for Keeping Pets” specifically prohibits animals from walking freely outside specific areas, prohibits potentially dangerous dogs from walking without muzzles, and also stipulates the obligation to “ensure the removal of animal feces.” . At the same time, each entity of the Russian Federation has the right to formulate its own additional requirements for keeping pets, including walking requirements for pets.
