It is a discreet but muscular negotiation which has entered its final phase. Since the announcement by the Prime Minister, Elisabeth Borne, to devote 100 billion euros to rail by 2040, to double the share of train versus road, in the name of climate transition, supporters of rail thought having obtained the essential. But as always in these kinds of big plans which include several stakeholders (State, communities, Europe, etc.), the devil is in the details.

The question that has been debated for months relates to the “contributory capacity” of the SNCF in this all-out plan. Clearly, “what the SNCF is prepared to put into the pot in addition to what was planned”, and this creates divergences “because the ministries concerned do not want to pay”, maintains a railway unionist familiar with the subject. According to another source, things are almost settled, and a State/SNCF agreement should be sealed at the end of the year.
