UN Security Council. © Reuters = News1 © News1 Reporter Kim Ye-seul While the resolution to extend the term of the UN Security Council North Korea Sanctions Committee expert panel was rejected, analysis was raised that the reason Russia exercised its veto was as a warning message to South Korea and the United States.

Lee Sang-geun, a researcher at the North Korea Research Department at the Institute for National Security Strategy, made this claim on the 29th by publishing an issue brief titled ‘The significance and ramifications of the rejection of the term extension proposal for the UN expert panel on sanctions once morest North Korea.’

Researcher Lee said, “It appears that Russia’s intention to use the North Korea issue to pressure South Korea and the United States is to shake up the sanctions regime once morest North Korea by blocking the activities of the expert panel.”

He said, “By terminating the activities of the expert panel on North Korea sanctions, Russia seems to be trying to convey the message that it can destroy the North Korea sanctions regime at any time if South Korea crosses the line, such as providing direct arms support to Ukraine.” “It is a warning and at the same time a warning to the United States not to encourage Korea to support Ukraine.”

Researcher Lee also said that the reason Russia opposed the expert panel’s activities was, “By responding to North Korea’s efforts to weaken the sanctions regime once morest North Korea, it is turning North Korea into an ally and logistics base for the war in Ukraine.”

Russia began receiving weapons from North Korea as artillery shells and ammunition became scarce due to the prolonged war in Ukraine. Russia is known to provide economic support and cutting-edge technology to North Korea in return. It appears that Russian technology was also reflected in the military reconnaissance satellite ‘Manrikyeong-1’, which North Korea successfully launched in November of last year.

As tensions on the Korean Peninsula have increased due to the close relationship between North Korea and Russia, some have suggested that South Korea also needs to put pressure on Russia through military support for Ukraine.

The UN Security Council’s North Korea Sanctions Committee expert panel has a one-year term. It was established following North Korea’s second nuclear test in 2009, and the deadline has been extended through voting every year. However, in the vote on the resolution to extend the term of office of the expert panel held at the UN Security Council on the 28th, Russia, a permanent member, exercised its veto. Accordingly, the term of office of the expert panel ends next month.

Researcher Lee predicted that once the expert panel’s term ends, North Korea will focus its efforts on diplomatic activities to undermine the sanctions regime once morest North Korea.

He said, “North Korea is likely to perceive the end of expert panel activities following Russia’s exercise of its veto as a sign that the sanctions regime once morest North Korea has begun to crack.”

He continued, “North Korea is not only making efforts to strengthen relations with China and Russia, but also taking advantage of its long experience in non-aligned diplomacy to support the Global South (Global South, a general term for emerging and developing countries mainly located in the Southern Hemisphere) that is emerging as another axis of world diplomacy. “It appears that the United States and the West will continue to assert that they are encroaching on the sovereignty of other countries through various sanctions while imposing their values and systems on the world,” he observed.

In order to fill the gap in sanctions once morest North Korea following the end of expert activities, Research Fellow Lee suggested securing a channel for individual experts to investigate and report to the North Korea Sanctions Committee and establishing a multinational investigation organization outside the United Nations.

In particular, Research Fellow Lee said that if the Korean government “continues to weaken Russia’s sanctions regime once morest North Korea or supply North Korea with goods prohibited from being exported or oil in quantities exceeding the export ceiling, Korea will also face the international community’s sanctions once morest Russia.” “We must make them aware that they have no choice but to actively participate and that support for Ukraine will also be expanded,” he emphasized.
